A t this tim e, I would like to take these next few minutes to outline the teasons why I be gan to listen carefully to what the Senator has had to say and also to share with you the po sition we have arrived at jo in t ly which ultim ately led me to make this endorsement. F irs t of a ll, the McGovern campaign has, from the begin ning, struck themes which have paralleled my own views and those causes to which my husband gave his life force; compassion and equality fo r the poor, the disenfranchised, the Black, the Chicano, and the native Americans: the a rticu lation of a dream of a unified America In which everyone. Black, White, Brown and Red alike have the opportunity to enjoy the fru its of their labors in dignity and equality; abhor- rance of war; and the invest ment of a fa r la rger share of Am erica’ s wealth In the wel fare of Tier people and the la ti ne of her society rather than on the excessive and continu ous stockpiling and use of the weapons of death and destruc tion. M oreover, many of the stands Senator McGovern has already taken and the positions we have arrived at jo in tly have many points of conjunction with the developing Black pol i- tical thought, as expressed at the Gary convention and in the developmental work on the Na tional Black P olitical Agenda which has been done since the convention. As I have already noted. Senator Mc Govern has developed a pro gram for full employment, but 1 do not want to leave the em ployment opportunities of young Blacks Just entering the Job merket to chance o rto co n - slgn them forever to the low est rungs on the employment ladder, nor does the Senator. And, we have also agreed that the m in o rity veterans deserve special attention In this con nection. To that end. the Sen ator and 1 have agreed that a substantial proportion of his $15 to$24 billion annual educa tional program w ill be speci fic a lly targeted at providing quality education for m inority and poor youth, that he w ill use the executive powers to the fullest to Implement the 14th Amendment in educational matters and that specific man power training and Job coun seling services w ill be ta r geted on the needs of returning m inority veterans who need such services to enter the la bor market with dignity and with hope. Moreover, George McGovern has pledged to in crease federal aid to Black in stitutions of higher education by 20 per cent over the amount now being expended by the fed eral government. 3. ) A t my urging and that of my friend and colleague. Con gressman W alterE .Fauntroy, Senator McGovern has gen erally endorsed the Washing ton Agenda developed by the delegation to the Democratic National Convention from the D is tric t of Columbia. F irs t and foremost, this Agenda provides fo r s e lf-d e te rm in j- tion fo r the residents of the Natton‘ s Capital and fo r the end of colonial rule of that city. 4. ) And In the field of foreign policy, the senator has agreed to end, if elected, the provision of the m aterials of w a rto d ic - tatorships such as B r a z i l , Greece, Portugal, and other such nations which have been using those m aterials to re press the legitimate and full human aspirations of the peo ple, including those undei lonial rule fo r ireedom and Housing ECONOMIST NEEDED Senatot Bob Packwood (R - O re.) announced he is now ac cepting applications to Anna polis, West Point, A ir Force, and Merchant Marine academ ies for classes entering in Ju ly, 1973. This is of particularly striking Impor tance to Black Vietnam veter ans and to youngsters between the ages of 16 and 25, whose life chances are sharply d i minished by the lack of Job op portunités for tle m . 2. ) George McGovern was the firs t and has been the most consistent opponent of the In dochina war in the United States Senate. I know how lonely and d ifficu lt such oppo sition could be back lnthe60*s because 1 watched the attempts to Isolate and v ilify my hus band because of hla opposition lo this cruel and wasteful war. 3. ) There has never been any real question as to where the Senator has stood on the ques tion of equal rightsforw otnen. »Ils position has been strong and consistent in opposing all forms of sex discrim ination. He has pledged to by-pass by fa r. In hla administration, any goals that smack of tokenism and to appoint women to all levels of government Including the Supreme Court, the Cabi net, National Security Council, and the United Nations. 4. ) And finally, the Senator recognizes that heroin is a particularly murderous prob lem in Black and Brown com munities throughout the United States and he has vowed to in crease vastly the federal funds available lo anack this problem and to mount a fo rce ful five pronged attack on it. In the discussions I have had with SenatorMcGovern, I have drawn heavily on the collective Black political wisdom which was expressed In the Gary convention and in the subse quent developmental efforts which have occurred in its af termath. We have come to agreement on a number of is sues which reflect that think ing and my own. 1 shall m ere ly mention two or three of the most important areas this morning. I.) I believe, and the senator agrees, that this nation must develop a new urban and rural land use policy which recog nizes the yearnings of m inor ity group members to own the homes in which they live and the land upon which they work. To this end. Senator McGovern and his staff have agreed to work out a new p ro g rjm to provxle free interest and low interest loans to low income persons for tlie acquisition of property In both rural ami u r ban areas.
