Exactly when Is u n c e r t a 1 n, but the outcome Is of paramount ( If only temporary) Importance to the future growth of the Hoeing Co. which Is developing the plane, and to the citie s of Seattle and, to a lesser extent, Portland. In the past few weeks Oregon ians (and other Americans) have been exposed to a ta r rage of publicity about the SST, most of it designed to "w in them over” to s u p p o r t of the proje ct... We’ ve seen m aterial featuring an American flag with the caption "b u ild an American SST” and we’ ve s e e n ads emphasizing that the Soviets already have an SST prototype that is ca|>al>le of flying. It’ s been estimated that the Russian plane w ill be ready fo r o p e r a t i o n this F a ll; that the B ritish -F re n ch Concorde w ill be on the market within four years, and that the American ver sion w ill take at least eight more years before it, too, is commer cia l. Meanwhile, American com panies like Pan Am are talking about buying the Russian plane to keep th e ir competitive edge. I he American project ca rrie s a price tag of roughly 1.3—billion d o lla rs— that Is the ’ ’ develop- ment” phase of the p r o j e c t Right n o w Hoeing is short some $800 m illio n of that amount, and it is this figure Congressional l e a d e r s must decide whether or not to appropriate. Strangely, with all the hoopla lately over theSST (the American version), l i t t l e has been said about s im ila r hoopla five years ago about a d is s im ila r, though also quite costly project. At that time the American people were warned that it would be unwise to ‘ ‘ change horses in the middle of the stream ” regarding our rapidly-deteriorating position in Vietnam; that we were conunited and, that no m atter w h a t the u l t i m a t e consequence of our actions, we had better make the best of a bad thing. So we stayed and it ’ s not hard to see where that is getting us. ’ ’ Pacification” lias been replaced by "v ie ti.a m l- zation” ; respect fo r the neutra lity of other nations iias been re placed by "p ro te ctive reaction” that heady term that allows us to support m ilita ry operationsdi- rectly and Indirectly InCambodia and Laos...ad infinitum . Now I don’ t mean by all this that I wish tocompare thedevelo- ment of an American SST with the Am erican role in Southeast Asia. I only wish to state that a prim e argument u s e d fo r con tinuation of the SST project today- that we have commited so much now it would be too costly to shut the project d o wn at this point- smacks of the same type of a r gument that justified our pre sence in Vietnam at a time when most Americans were turning aganist the war. S till unanswered is the ques tion: Is it really worth it to have our own SST? True, it would mean Jobs fo r depression-ridden Seattle, as well as fo r recession- ridden Oregon— an estimated 1100 jobs in Oregon alone. But le t’ s look ahead for a minute. What happens If our SST Is unable to compete com m ercially with other SSI ’ s? Those o t h e r countries w ill have plenty of time to im prove th e ir products BEFORE our first-generation product even hits the assembly lines. So what if It’ s an economic flop? rtose 1100 Jobs w ill vanish overnight. There w ill lie no more government appropriations for this white elephant; Seattlew ill be faced with an even grim m e r economic situation, etc. etc. And its chances of success? We are now eight years behind the Russians, four behind the B ritis h and F bench.
