Company lookinr to a settle ment of the pending controversy as to the rental to be paid by the city for the use of the upper deck of tne rail road company's new bridge across the Willamette River in this city as soon as he is authorised officially to do so. "I have requested the street com mittee to request the City Council to adopt a resolution authorising; me. to take the matter up witn tne raiiroaa officials," said Mayor Rushlight, yes terday. "Such a resolution in all prob ability will be presented for the con sideration of the Council at Its meet- ins- Wednesday. "At the same time I have requested City Attorney Grant to furnish me with a formal opinion as to the legal rights of the city in dealing with the situa tion." Life of Bridjce S3 Years. It is the contention of the railroad company that the bridge was con structed with full legal authority at a cost approximating tl.700.000. The es timated cost of the upper deck was JT7S.000. and this amount Is not seri ously disputed. The life of the struc ture. assert railroad men. cannot rea sonably be expected to be more than S3 years. Kor the use of the upper deck, the railroad company is asking In the ag gregate $3100 monthly from the city. county and street railway company, or 138.750 annually, or 5 per cent of the actual cost. It is contended by the railroad that this annual tax barely remunerates it. allowing for deprecia tion and taxes. The company figures depreciation at 3 per cent. But reduc ing this Item to S per cent and adding taxes, it figures that the annual charge will amount to S per cent of the orig inal cost. It has been proposed by the railroad company to assess the monthly rental of 13100 in parts of 11600 from the city snd county and $1500 from the street railway company. Objeetloa Is Raised. The proposal Includes operation of the bridge at the expense of the rail road with the exception of the neces sary gateman. Redressing of the deck also is to be done by the city and county if they rent the structure. These terms bave been objected to by the East Side Business Men's Club, which maintains that the bridge was installed without authority of law. ex ists through sufferance and is. in fact, a trespasser. In view of these repre sentations, this organization has ad dressed a communication to Mayor Rushlight and to the membera of the County Court In which the condemna tion and purchase of the bridge by the city is favored. Accepting the figures of the railroad company. $1,700,000. as the total cost of the bridge, the East Side club submits statistics in support of its contention that the city could acquire the struc ture through the Issue of 4V4 per cent bonds, and at the expiration of 40 yeaj-s have a cash balance in the treas ury of $1,040,000, in addition to having paid the full cost of the bridge. Profits Are Foreseen. The East Siders go even farther and furnish other figures, based on the prospective entrance to Portland of ad ditional transcontinental railroads and another street railway system, all using the bridge under a common-user clause, showing net receipts accruing to the city within the next 40 years extending into the millions. , "We would suggest a temporary rental arrangement for the use of the new bridge," proposes the East Side Club in its letter to the city and coun ty officials, "until such time as It can be condemned and taken over by the city or county, the rental to apply on the purchase price, for the good of the public, or at least that no fancy rental price be agreed upon or paid." It also has been suggested by others who do not approve the rental pro posal of the railroad company that the city proceed by condemnation arbitrar ily to fix a reasonable rental for the upper deck of the railroad bridge and take it over, and .use it for the public. Those who favor this course do not ad vocate a condemnation of the entire structure as is proposed by the East Side organization. WOMAN CAPTURES THIEF Mts. C. H. Lewis, of St, Mary's, Ida ho, Heroically Recovers Purse. SEATTLE. Wash.. July 21. (Special. 1 When a thief grabbed a purse contain ing $Sfl belonging to Mrs. C. H. Lewis of St Mary's, Idaho, tonight in the wait, ing room of the Frye Hotel, a chase was started which ended in the Jailing of the man. after five blocks of des perate pursuit by the Idaho woman. Mrs. Lewis followed the man until she reached King-street station, where Pa trolman J. Forbes started in and stayed until the finish. Mrs. Lewis was writing when a man walked up to her desk, stood a minute, made a lightning-like grab for the handbag and darted out of the door with it The owner of the bag followed not far behind. Many of the guests of the Frye saw the start of the race and fell in behind. The sight caught thr attention of many persons on the street who Joined in the chase. At the City Jail the man gave his name as Oscar Hoffman. Money of de nominations similar to that taken from the bag were found on him. The purse was discovered under a box car in the yards. With the Fruitgrowers- Unions of Puyallup and Sumner as models, the fruitgrowers of this county will In corporate and rerfect a central organ ization here August 3. No local sub ordinate associations will be formed as was originally Intended, but one strong corporation instructed to guard the Interests of the members. A cannery which can handle the products of the county will probably be erected in the near future. The committee Instructed to draw up the constitution to be i presented at the meeting consists of A. W. Moody, Fred Booker and A. O. Hathaway SHANTKO CHIPS 210 CARLOADS NEW SHANIKO. Or., July 21. (Special.) Two hundred and ten carloads of sheep were shipped from this point over the O.-W. R. & N. last month. Rail road officials say this establishes a record for Initial shipments from any point in the Pacific Northwest. Seventy carloads were shipped In one" day. The number of sheep handled was 52,000. It Is estimated there are 80.000 more to be shipped from this territory before the end of this season. On account of the open Winter, sheep are in splendid condition and prices are better than for several years. SHIPPERS WILL ACT Oriental Trade Dilemma to Be Solved by Chamber. TEMPORARY FLEET IS HOPE Crisis Resulting From Withdrawal of Waterhouse Service to Be Met, Says Knapp Xew Charters Expected In Year. Means of meeting the emergency in shipping circles, brought about by the announcement of the O.-W. R. & I. Company that It will make no en deavor to re-establish its Oriental freight service after the expiration of the contract of Frank Waterhouse & Company, August 1, will be considered at a special meeting of the committee on Oriental trade of tne Lnamoer oi Commerce today or tomorrow. F. C. Knapp. president of the Cham ber of Commerce, said yesterday that the meeting has been arranged, but the exact time could not be determined yesterday because not ail the members of the committee could be found. The committee comprises O. M. Clark, W. J. Burns. T. B. Wilcox and H. L. Cor bett, all representatives of shipping Interests and business houses of im portance. Service for Year Is Object. Just what the committee will decide is the bast means of solving the prob lem is uncertain, but it Is probable an effort will be made to secure a steam ship service for the Orient to cover a period of a year, after which time it is understood the Waterhouse Com pany will again be in position to fur nish a fleet- of ships. If that Is not practical the committee probably will adODt other means of meeting the emergency, a number of plans being under consideration by individual mem bers of the committee and others. WHEAT TONNAGE LIST HEAVY Total to Arrive Here Today Close to 50,000 Mark. The wheat tor.nage listed today to arrive at this rort amounts to 49,828 tons, included in 22 vessels, against 55, 095 tons en route at the same date last year. At the same time the wheat crop last year In the district tributary to this port, was 62.000.000 bushels while the crop this year is conserva tively estimated at 74.000,000 bushels. The small number In comparison is undoubtedly due to the high freight rates and the shippers have been hop ing that something would happen to the shipping market to give charters a downward tendency, but they appear to be growing stronger as the season advances. There is practically no idle tonnage in any part of the world and little in prospect until next spring and even then if the universal business activity continues rates may advance. So great is the demand for tonnage in all parts of the world and especial ly in Great Britain, where it is em phasized by the activity of all ship yards, that in Liverpool a few days ago an inquiry was made for a steam er on time charter for 20 years. This is most unusual and shows the trend of the shipping business. Captain James Fraser Dies. Captain John Simon, formerly mas ter of the British bark Donna Fran cisca. but now retired to a farm near Svensen. Is In receipt of a letter from England announcing the death of Cap tain James Fraser, who sailed from here on October 4 last as the master of the British bark Torrisdale with a cargo of -grain for Kurope. The letter does not state the cause of the death but he Is known to have sailed with the vessel on May 4 from Port Tal bot for Antofagasta, so it is probable that he died during this passage. Waterhonse List Issued. The current shipping list of Frank Waterhouse & Company, issued July 20. shows the position of the different vessels of its fleet as follows: Gif- ford, at Vancouver; Lord Derby, ar rived Yokohama July 17: Hercules. sailed from Manila July 8; Orteric, at Seattle: St. Michael, sailed from Ever ett for Sydney July 9. Marine Notes. The steamer Pleiades sailed at mid night, last night, for Grays Harbor to load lumber for Panama. The steamer Alliance arrived late last night from Eureka and Coos Bay with freight and passengers. The steamer Isthmian will sail at 9 o'clock this morning for San Francisco with a general cargo for the East. The German ship H. Hackfield has been chartered by M. H. Houser to load wheat for Europe at private terms. The oil tank steamer W. S. Porter sailed for California yesterday, after having discharged her cargo of fuel oil. The steamer Roanoke arrived late last night from San Pedro and San Francisco with freight and passengers. The steam schooner Jim Butler, with a cargo of lumber from Knappton for San Francisco, went to sea yesterday. The steamer Roanoke arrived late last night from San Pedro and San Francisco with freight and passengers. The steam schooner Coaster arrived yesterday from San Francisco with a general cargo and will load lumber for a return. The steam schooner- Yellowstone, with a cargo of lumber from St. Helens for San Pedro, is expected to go to sea this morning. The steamer Beaver sailed yesterday morning for San Francisco and San Pedro with a cabin capacity and a large freight. The steam schooner Willamette was shifted yesterday from St. Johns to St. Helens to finish her cargo of lumber for San Pedro. The Standard OH Company Barge No. 91, with a cargo of fuel oil. is due to arrive tomorrow from San Francisco In tow of the Defiance. The British ship Howard D.
