TITE MORXIXG OREGONIAN, TnURSDAT, DECE3IBER 7, 1911. in LABOR'S PLEA VAIN Mayor Declares Unions Can't Demand" Bridge Work. CONTRACT CHANGE ASKED Rufthlislit Say ExrrndTe Board Can Only Accept Bid of Tcnnsyl tanla Company Ivrwplto It ... Anil Into a Stand. Kfforts of the labor onion of Port 1n! to obtarn the aid of the Excutlv Pnard to force th Pennsylvania Steel Company to us) onion labor exclusively In the bulldlnr of the Broadway bridge will he of no a Tall, declares Mayor F.uahlla-ht. who has Just completed an Investigation of condition. The structural Ironworkers filed a petition with the Mayor yesterday ask In; that the Executive Board specify In the cttya contract with the Pennsyl vania Company that the "closed shop" he observed and labor bo confined to elc-ht-bour shifts. The petition sets tttth that the Pennsylvania company Is opposed to labor onions and It la the understanding that the labor for the Broadway brldg-a will be Imported for that work. Portland onion mem bers declare they ahonld be given the preference Inasmuch as they are tax payers and are helping to pay for the bridge. "There la nothing tha Executive Board ran do but let the contract to the Pennsylvania Steel Company." said Mayor Rushllg-ht. "The law requires that we rive the contract to the lowest responsible bidder. Beyond that we rannnt go. as I understand It. The Ex ecutive Board has no right to attempt tn require tha construction company to iim union labor. The company has made Its bid and Is at liberty to get labor as It sees fit. "There Is no doubt aboot the respon sibility of the Pennsylvania Steel Com pany. It Is one of tha blgirest con cerns In the United States. Whether It win fis;ht union labor by maintaining open shop on the Broadway bridge work. Is more than I can tell. As to the i Terutlve Board making demands as regards labor I do not believe It can he done, because the board has to stay within the law." ALBERTA FIGHT EXPECTED Propovrd WidmJne; of Strrx to Be Be fore; Committee) Tomorrow. MALE CHOIR IS NOTABLE Melodious Welshmen to Be Heard at Bungalow Next Week. One strong feature about the muslo if the noted Mountain Ash Male Choir, fmm Wales, that will give two con--rrt at the Bungalow Theater, Mon lay and Tueaday nights, next week. Is th scope of Its appeal. 'The IS selected men singers present programmes that vitally Interest the music lover, of course, but the con. erts sre not less valuable to the hard-working student or the teacher. For Instance, not very many, even among those who follow music aa a profession, are aware of the fact that tie great Johann Strauee wrote the "Beautiful Blue Danube" waits origin ally for a male choir In Vienna. This l a fact. It ia also true of his ' "Wine. Woman and Song." that other famous waits. But how often does on Nave a chance to hear "The Beautiful ftlue XKnuhe." aa Strauss Intended It .o he sung? Probably not once In a :ifetlm. Tet this Is a regular inn. 5r with the Mountain Ash Choir and proves beyond dispute how scholarly, a well as popular, this organisation .s. In Vienna, so highly do the Vien nese think of Strauss that every now in.l then some male choir sings these wa Uses, aa Strausa Intended them. In their original form. That is ona In stance why tha appeal of these melo Jlous Welshmen la so universal.
