responsible bidder. Beyond that we
rannnt go. as I understand It. The Ex
ecutive Board has no right to attempt

made Its bid and Is at liberty to get
labor as It sees fit.
"There Is no doubt aboot the respon
sibility of the Pennsylvania Steel Com
pany. It Is one of tha blgirest con
cerns In the United States. Whether It

open shop on the Broadway bridge
work. Is more than I can tell. As to the

way returned yesterday from an In
spection trip over the entire line. The
psrty romprlaed Carl R. Gray, presi
dent: W. K. Coman. general freight and
passenger agent; J. Russell, superin
tendent, and George K. Smltton, assist
ant general freight agent of the Great
Northern. It waa Mr. Smltton'a first
trip over the line. He waa much Im
pressed with the country, and more
particularly with the opportunity for
further growth and development every
where manifest.
Mr. Gray said yesterday that be Is
well pleased with the situation In Cen
tral Oregon, especially Redmond, Bend.

tion In conversion. The Judge also
ruled that he had erred In admitting
evidence of fraud when It waa not set
up In tha pleadings.
The net result of the decision Is that
the Judgment against Tanckwich is set
aside because of defective pleadings
and improper evidence, and It will now
be necessary for the plaintiffs to be
gin again or go to the Supreme Court
and endeavor to reverse Judge Mor
row's latest rulings In the esse. At
torney Hayman. for the plaintiffs,
aald that he will recommence suit In
the lower court.

awarded yesterday. The awarding of
prises will probably ba finished Friday.
Amateurs are winning many of the
prises, tha most of these being mem
bers of the Junior Poultry Association,
which haa been conducted under the
auspices of the T. M. C. A. Richard
Kelly, 10 years old. scored tt points on
the fourth pullet of the White Wyan
dotte variety. Frank Mitchell, another
amateur, took the price on a second
cockerel. Miss O.- Breltenbach, a 16-year-old
schoolgirl, won first prlia on
a White Orpington cockerel. D. N.
Nash, of 'Woodlawn, won first prise on
White Plymouth Rock cock, hen and
pullet. .
The first floor of the new Multnomah
Hotel building, where the poultry show
la In progress, was crowded yesterday
with visitors. Varl-colored ribbons
have been placed on the coops of the

are beginning to fear that tha Christ
mas rush win be as great a factor this
year as previously. Hopes were enter
tained that the purchasing public would
arrange to pay early vlsita to the stores
and places of business for the sake of
the ebop assistants, not to mention the
assurance of goods being purchased
and delivered In better condition.
The Christmas rush Is one of the
most perplexing problem of the day.

persons have to be catered to now In a
period of It days." said the manager of
one of the big stores. "Now, In our
own case, we may or may not be able
to handle our fair ahare of patronage,
and I expect that the situation with us

Eastern business conditions are im
proving, but Portland still Is showing
more activity than any city tn the East,
says Harry Bonn, traveling passenger
agent for the Nickel Plate Railway,
who returned yesterday fronl an ex
tensive trip to New York and Inter
mediate points.
"Tourist travel to the Northwest will
be exceedingly heavy next Summer,"
he declared. "The regular tourist busi
ness wfil brfDg thousands, but many
others will be attracted by such spe
cial events as the Rose Festival, the
Elks' convention and the Potlatch.
Easterners are Interested In Portland
and all who come West are arranging
to visit here.
