5A THE DAILY ASTORIAN • THURSDAY, DECEMBER 7, 2017 WORLD IN BRIEF Associated Press Major Southern California freeway closed amid wildfire fight VENTURA, Calif. — Authorities closed a major freeway today as flames from the largest and most destructive Southern California wild- fire jumped lanes and churned toward coastal and mountain communities northwest of Los Angeles, Crews kept an eye on unpredictable winds. A more favorable wind forecast still called for potentially dangerous gusts, but ones not likely to approach historic levels forecasters had feared, according to the National Weather Service. Calmer overnight conditions helped crews protect the Ventura County resort town of Ojai, where most of the 7,000 residents were under new evacuation orders following a big burst of wind late Wednesday. Evacuations were also ordered for the first time in Santa Barbara County, where the coastal city of Carpinteria was under threat. Officials closed U.S. 101 for more than a dozen miles along the coast, cutting off a major route between Ventura and Santa Barbara coun- ties for several hours as fire charred heavy brush along lanes. Southern California has been hit hard by four major fires that have put tens of thousands of peo- ple under evacuation orders and destroyed nearly 200 homes and buildings, a figure that is almost certain to grow. Across the wide I-405 freeway from the fire, the Getty Center art complex was closed to pro- tect its collection from smoke damage. Many schools across Los Angeles were closed because of poor air quality and classes were canceled at 265 schools today. Franken announces resignation from Senate amid allegations WASHINGTON — Minnesota Sen. Al Fran- ken said today he will resign from Congress in coming weeks following a wave of sexual mis- conduct allegations and a collapse of support from his Democratic colleagues, a swift political fall for a once-rising Democratic star. “I may be resigning my seat, but I am not giving up my voice,” Franken said in the other- wise-hushed Senate chamber. Franken quit just a day after new allegations brought the number of women alleging miscon- duct by him to at least eight. One woman said he forcibly tried to kiss her in 2006, an accusation he vehemently denied. Hours later, another woman said Franken inappropriately squeezed “a hand- ful of flesh” on her waist while posing for a photo with her in 2009. Franken noted that he was being forced out while President Donald Trump — who has been accused of worse offenses and bragged on a leaked “Access Hollywood” videotape of grabbing women by their genitalia — emerged unscathed. Trump has also endorsed Alabama GOP Senate candidate Roy Moore, who has been accused by multiple women of sexual mis- conduct with them when they were teens and he was a deputy district attorney in his 30s. “I, of all people, am aware that there is some irony in the fact that I am leaving while a man who has bragged on tape about his history of sex- ual assault sits in the Oval Office and a man who has repeatedly preyed on young girls campaigns for the Senate with the full support of his party,” Franken said. Franken had gained respect as a serious law- maker in recent years and has even been men- tioned in talk about the 2020 presidential campaign. His resignation means Minnesota Gov. Mark Dayton, a fellow Democrat, will name a tempo- rary replacement. Ex-cop gets 20 years in prison for fatal shooting CHARLESTON, S.C. — A white former South Carolina officer was sentenced to 20 years in prison today for fatally shooting an unarmed black motorist in the back in 2015, wrapping up a case that became a rallying cry for the Black Lives Matter movement. Attorneys for ex-North Charleston Officer Michael Slager said he shot 50-year-old Wal- ter Scott in self-defense after the two fought and Scott reached for Slager’s stun gun. They said race didn’t play any role in the shooting and that Slager never had any “racial animus” toward minorities. Still, Slager pleaded guilty in federal court to violating Scott’s civil rights. As part of the plea agreement reached in May, prosecutors dropped state murder charges. A year ago, a state judge declared a mistrial when jurors deadlocked. A bystander recorded the shooting on a cell- phone, and it was shared around the world, set- ting off protests across the U.S. The video started after the struggle between Slager and Scott and showed Scott running away and the officer firing eight times. Scott was hit in the back five times. After the shooting, Slager picked up his stun gun and placed it next to Scott. Slager contends he was securing the weapon. Prosecutors think he put it there to bolster his self-defense story. Palestinians protest Trump move on Jerusalem JERUSALEM — Hundreds of Palestinian protesters clashed with Israeli troops across the West Bank today, while demonstrators in Gaza burned posters of President Donald Trump over his widely denounced decision to recognize Jeru- salem as Israel’s capital. The leader of the Hamas militant group, which runs Gaza, called for a new armed upris- ing in a widespread show of anger, as the demon- strators torched American and Israeli flags. In the West Bank, crowds of protesters set tires on fire and hurled stones at Israeli troops. In Bethlehem, troops fired water cannons and tear gas to disperse a crowd, in clashes that could cloud the upcoming Christmas celebrations in the town of Jesus’ birth. In Ramallah, the seat of the Palestinian government, protesters set tires on fire, sending a thick plume of black smoke over the city. With Senate passage also considered likely, the remarks by Rep. Mark Meadows, R-N.C., seemed to erase any doubt that Congress would approve legislation keeping federal agencies afloat through Dec. 22. Their money runs out at midnight Friday without approval of fresh funding. But hours before President Donald Trump was to bargain with congressional leaders at the White House over long-term budget decisions, Meadows, who heads the hard-right House Free- dom Caucus, says the group would oppose any agreement they feel allows excessive federal spending. Meadows said House Majority Whip Steve Scalise, R-La., told him Republicans have the votes they’ll need to approve the short-term spending measure today. Freedom Caucus mem- bers will likely give leaders whatever votes they need to pass the legislation, Meadows said. Many conservatives had been threatening to oppose the measure. Meadows says they’ll help it pass to avoid distractions from the GOP drive to push their $1.5 trillion tax bill through Con- gress this month. FBI director counters Trump’s attacks on his agency WASHINGTON — FBI Director Christo- pher Wray today countered strident attacks on his agency by President Donald Trump, saying, “There is no finer institution than the FBI.” Wray testified before the House Judiciary Committee as Democrats and Republicans clashed over the significance of Trump’s attacks Tillerson: Ukraine is a sticking point in US-Russia ties VIENNA — U.S. Secretary of State Rex Til- lerson said today that Ukraine is the sole sticking point keeping the United States and Russia from forging a closer relationship, suggesting that all other disputes are secondary. The assessment from America’s top diplomat notably played down other areas of dispute, par- ticularly Russia’s meddling in the 2016 presiden- tial election. U.S. intelligence agencies, including the CIA and FBI, have concluded the Krem- lin interfered in the election in an effort to help now-President Donald Trump and hurt Democrat Hillary Clinton. Trump has repeatedly cast doubt on that find- ing, and a special counsel is investigating whether members of the Trump campaign colluded with the Russian effort. He has said he believes Rus- sian President Vladimir Putin’s personal denials that Moscow meddled. But Tillerson hasn’t shied away from accus- ing the Kremlin of election interference. One of the Trump team’s toughest voices on Russia, he said in a speech last week that there was “clear evidence of Russia meddling in democratic elec- tions in the U.S. and Europe,” and he called it part of an “active threat of a recently resurgent Russia.” North Korea says war is inevitable as allies continue war games SEOUL, South Korea — North Korea says a nuclear war on the Korean Peninsula has become a matter of when, not if, as it continued to lash out at a massive joint military exercise between the United States and South Korea involving hun- dreds of advanced warplanes. North Korea also claimed high-ranking U.S. officials, including CIA Director Mike Pompeo, have further confirmed American intent for war with a series of “bellicose remarks.” Pompeo said Saturday that U.S. intelligence agencies believe North Korean leader Kim Jong Un doesn’t have a good idea about how tenu- ous his situation is domestically and internation- ally. The North’s spokesman said Pompeo pro- voked the country by “impudently criticizing our supreme leadership which is the heart of our people.” “We do not wish for a war but shall not hide from it, and should the U.S. miscalculate our patience and light the fuse for a nuclear war, we will surely make the U.S. dearly pay the conse- quences with our mighty nuclear force which we have consistently strengthened,” a spokesman said.
