New structures could have a lifespan of many decades, and people who will have to live near them are entitled, she said, to give their input, even if it delays approval by several weeks, she said. Before the vote, Price floated a motion to require Type 2 review in medium- and high-density residential zones. It died 3-2, with Councilor Tom Brownson siding with Price. Brownson felt Type 2 review is entirely appropriate; with ADUs come more peo- ple, vehicles and structures: “You are actually changing the complexion of the neighbor- hood,” he said. Residents, he said, should be able to respond to these changes. City Councilor Zetty Nem- lowill expressed sympathy for this view, but felt the coun- cil’s plan to re-examine the ordinance in a year was sufficient. “We need to move forward on this,” she said. “We need to stop being bogged down in the minutia and create some hous- ing for Astorians.” Mayor Arline LaMear and City Councilor Bruce Jones, noting that Type 2 review is not currently required for standard remodels in medium and high-density zones, said it would be inconsistent to require this level of review simply because ADUs happen to be involved. Not the ‘lowest-hanging fruit’ Doug Thompson, a former city councilor and current board member of the Lower Columbia Preservation Soci- ety, said the organization — whose goal is to protect the historic character of Astoria’s neighborhoods — supports the ordinance in concept. Kate Brown ordered the management review to help allay some lawmakers’ concerns in preparation for consideration of a transpor- tation package worth hun- dreds of millions of dollars this session. The revenue to pay for projects would likely come largely from a hike in the state’s gas tax and regis- tration fees. The state paid McK- insey $1 million to conduct the management review on a short timeline, so findings would be available before the end of the legislative ses- sion. Yet deadlines for fin- ishing work products in the improvement plan are after lawmakers would likely vote on a transportation package. A work group of law- makers plans to recom- mend accountability mea- sures for ODOT later this week. Those accountability measures could be added to the transportation package legislation. OSAA: Committee to meet five more times before final recommendation Continued from Page 1A Wary of changes Many were caught off-guard by the committee’s stance and are wary of potential changes. “A lot of people think that if it isn’t broke, don’t fix it,” said Craig Rothenberger, ath- letic director at Class 4A Junc- tion City. “I don’t know what drove them. After the last open session, I walked out of there thinking, ‘Boy, there’s a lot of support for six classifications.’” According to Rub, the com- mittee’s latest five-classifi- cation proposal could create more problems than it fixes. He said it increases the dispar- ity in school size within clas- sifications and would make it difficult for some schools to compete. Warrenton, with an enroll- ment of 228, would be in a Class 3A league with schools such as Tillamook (533) and Astoria (511). Newport, with an enroll- ment of 550, would be in a Class 4A league with schools such as South Albany (1,158), Corvallis (1,117) and Lebanon (1,052). “Those schools won’t be able to sustain football in five years,” Rub said. “There aren’t a lot of things a school of 550 has in common with a school of 1,100. As soon as you keep increasing the number, and then doubling it, the more it’s magnified. “It won’t necessarily make it better for everybody. I think the number of championships across the board in Class 4A and 5A by so many different schools does show some indi- cation that what was created has worked, in terms of creat- ing better balance.” Rothenberger said that no plan will make every- body happy, but “the beauty of six classes is that most peo- ple came away pretty happy.
