Housing: ‘You are ... changing the complexion of the neighborhood’
Continued from Page 1A
Review criteria
Price argued that, for ADUs
in residential zones of higher
density, a Type 2 review that
requires administrative review
and giving neighbors notice
and a chance to comment
makes sense.
New structures could have
a lifespan of many decades,
and people who will have to
live near them are entitled, she
said, to give their input, even
if it delays approval by several
weeks, she said.
Before the vote, Price
floated a motion to require
Type 2 review in medium- and
high-density residential zones.
It died 3-2, with Councilor
Tom Brownson siding with
Price.
Brownson felt Type 2
review is entirely appropriate;
with ADUs come more peo-
ple, vehicles and structures:
“You are actually changing the
complexion of the neighbor-
hood,” he said. Residents, he
said, should be able to respond
to these changes.
City Councilor Zetty Nem-
lowill expressed sympathy for
this view, but felt the coun-
cil’s plan to re-examine the
ordinance in a year was
sufficient.
“We need to move forward
on this,” she said. “We need to
stop being bogged down in the
minutia and create some hous-
ing for Astorians.”
Mayor Arline LaMear and
City Councilor Bruce Jones,
noting that Type 2 review
is not currently required for
standard remodels in medium
and high-density zones, said
it would be inconsistent to
require this level of review
simply because ADUs happen
to be involved.

Astoria hopes to expand accessory dwelling units to increase opportunities for long-term rental housing.
Not the
‘lowest-hanging fruit’
Doug Thompson, a former
city councilor and current
board member of the Lower
Columbia Preservation Soci-
ety, said the organization —
whose goal is to protect the
historic character of Astoria’s
neighborhoods — supports
the ordinance in concept.
But he also believes that
property owners should be
given public notice and an
opportunity to appeal the pro-
posed ADUs to the Planning
Commission.

legislative standards with the
realities of the agency’s oper-
ations and an audit by the
Secretary of State’s Office
specifically on ODOT’s man-
agement of funds in the high-
way program.
Finally, the Department
of Administrative Services
recommends
conducting
another management review
in 2020 to identify the prog-
ress of any changes.
“I fully embrace these rec-
ommendations and whole-
heartedly believe that ODOT
will be a stronger organiza-
tion as a result of them,” said
ODOT Director Matt Garrett
in an email to staff. “More-
over, I commit to working
with the (Oregon Transpor-
tation) Commission, ODOT
employees and our custom-
ers to implement these rec-
ommendations in a transpar-
ent and accountable manner.”
‘I fully embrace these
recommendations.’
Matt Garrett
ODOT director
Agency leadership will
assemble a steering team to
help guide implementation
of the recommendations and
track and report on progress,
which also will be published
on a webpage, said Assistant
ODOT Director Travis Brou-
wer. The agency also plans
to develop a strategic busi-
ness plan, Garrett wrote in
his email to employees.
Gov. Kate Brown ordered
the management review to
help allay some lawmakers’
concerns in preparation for
consideration of a transpor-
tation package worth hun-
dreds of millions of dollars
this session. The revenue to
pay for projects would likely
come largely from a hike in
the state’s gas tax and regis-
tration fees.
The state paid McK-
insey $1 million to conduct
the management review on
a short timeline, so findings
would be available before
the end of the legislative ses-
sion. Yet deadlines for fin-
ishing work products in the
improvement plan are after
lawmakers would likely
vote on a transportation
package.
A work group of law-
makers plans to recom-
mend accountability mea-
sures for ODOT later this
week. Those accountability
measures could be added to
the transportation package
legislation.

impartially on the ordinance,
said that converting run-down
structures into housing has
helped alleviate the crisis in
recent months.
After the meeting, Thomp-
son said that beginning to
solve Astoria’s housing short-
age with ADUs, in hindsight,
may not have been “the low-
est-hanging fruit.”
The final reading, sched-
uled later this month, will
also include amendments that
further clarify rules regard-
ing owner occupancy and

prohibition.
OSAA: Committee to meet five more
times before final recommendation
Continued from Page 1A
Wary of changes
Many were caught off-guard
by the committee’s stance and
are wary of potential changes.
“A lot of people think that
if it isn’t broke, don’t fix it,”
said Craig Rothenberger, ath-
letic director at Class 4A Junc-
tion City. “I don’t know what
drove them. After the last open
session, I walked out of there
thinking, ‘Boy, there’s a lot of
support for six classifications.’”
According to Rub, the com-
mittee’s latest five-classifi-
cation proposal could create
more problems than it fixes.
He said it increases the dispar-
ity in school size within clas-
sifications and would make it
difficult for some schools to
compete.
Warrenton, with an enroll-
ment of 228, would be in a
Class 3A league with schools
such as Tillamook (533) and
Astoria (511).
Newport, with an enroll-
ment of 550, would be in a
Class 4A league with schools
such as South Albany (1,158),
Corvallis (1,117) and Lebanon
(1,052).
“Those schools won’t be
able to sustain football in five
years,” Rub said. “There aren’t
a lot of things a school of 550
has in common with a school
of 1,100. As soon as you keep
increasing the number, and
then doubling it, the more it’s
magnified.
“It won’t necessarily make
it better for everybody. I think
the number of championships
across the board in Class 4A
and 5A by so many different
schools does show some indi-
cation that what was created
has worked, in terms of creat-
ing better balance.”
Rothenberger said that
no plan will make every-
body happy, but “the beauty
of six classes is that most peo-
ple came away pretty happy.

Planning Commissioner
Sean Fitzpatrick, who spoke
Everybody had a chance. This

are markedly diminished.”
The committee could
address football separately.
One of the early proposals in
the process was a football-only,
six-classification
alignment
composed of special districts,
an idea that has more relevance
now with the committee lean-
ing toward five classifications.
“Now I can imagine there
are some people that are going
to want to revisit that, if we are
going to five classes,” Rub said.
“I’m not a big fan of special
districts for our sports in gen-
eral. I think the more that can
be minimized, the better. It’s
not the same as when your pro-
gram is part of a league.”
The committee’s next meet-
ing is Monday. It is scheduled
to meet five more times before
giving its final recommenda-
tion to the OSAA executive
board in September.
