"It is a mailer of more than or dinary interest that a United State post ollice should lie estab lished upon foreign soil and prac tically under a foreign flag," said a (Kistal ollicial to a Star man thi morning, ''yet such is the case with the I'slahlishing of a postal money order ollice at Shanghai, China, under the direction of the United State postal agent at that city in the Chinese empire, for the postal ugent is in effect a postmaster, and the United States, therefore, ha u postmaster of it own in China. "You see, this country at present conduct its mony order business with Shanghai by mean of the in ternational system, the exchange ollice being situated in the British colony of Hong Kong, and money iwlcr ute issued on international form, and international fee charged therefor, which are much heavier than domestic fee, of course. The new tystem will make it possible for the postal agent in Shanghai to issue domestic order only, which may be drawu upon any money order office in the United State, Canada, Cuba and the Pnilippine, and for which domestic rate only wiil be charged that i, 30 cento maximum for $100, a against $1 maximum for international orders 'or the same amount, and three cents minimum for order up to 2.50. On the other hanj. all postmaster in money order office in the United Stale will discon tinue the use of the international form, and wili issue the new order upon the regulation domestic form. When the new American eilver Philippine dollar is placed in active circulation in the far east, a modification of the present rules as to value will be necessary, but thi will not affect the advantage of the new system at all, but will, no doubt, tend to accomplish still simpler methods. The following is the rule used by the government in measuring hay that it buys, and as it is of general use we print it: To find the numlicr of cubic feet in a stack of hay, first measure the distance from one side of its base over tlie top to base of opposite sido measure distance across the bottom; subtract the distance from base to Irase over the top and di vide the remainder by two, which gives the height of the stack.
