"It is a mailer of more than or
dinary interest that a United
State post ollice should lie estab
lished upon foreign soil and prac
tically under a foreign flag," said

morning, ''yet such is the case with
the I'slahlishing of a postal money
order ollice at Shanghai, China,
under the direction of the United
State postal agent at that city in
the Chinese empire, for the postal
ugent is in effect a postmaster, and
the United States, therefore, ha u
postmaster of it own in China.
"You see, this country at present
conduct its mony order business
with Shanghai by mean of the in
ternational system, the exchange
ollice being situated in the British
colony of Hong Kong, and money
iwlcr ute issued on international
form, and international fee charged
therefor, which are much heavier
than domestic fee, of course. The
new tystem will make it possible
for the postal agent in Shanghai to
issue domestic order only, which
may be drawu upon any money
order office in the United State,
Canada, Cuba and the Pnilippine,
and for which domestic rate only
wiil be charged that i, 30 cento
maximum for $100, a against $1
maximum for international orders
'or the same amount, and three
cents minimum for order up to
2.50. On the other hanj. all
postmaster in money order office
in the United Stale will discon
tinue the use of the international
form, and wili issue the new order
upon the regulation domestic form.
"This presents a striking inno
vation in postal affair of thi
country, and of the world, und
would appear to raise at first
thought international question as
to the autlnrity of one country es
tablishing a poet ollice of it own

actual international problems are
presented for solution. The Amer
ican postal agency wag until lust

settlement of Shanghai, but it was
at that time moved to the Ameri
tan settlement, and by agreement
between the two countries an
American postal agency was author
ized to be maintained therein. In
1880 it was the desire of the postal
authorities of the United State to
establish such a postal station at

but the matter was adversely re
ported uHn by the then assistant
attorney-general for the Post Of
fice Department, and the project
was abandoned. Not long ago,
however, in view of the probable
increased trade relations between
the Chinese city in question and
the United Slalct, the project was
revived, the opinion of the legal
adviser of the department ugain
sought, und, in this ' instance, it
being favorable, the domestic sys-

of transaction than the inter
national, will lie inaugurated.

kind. The man may be, through his
alluring personality thrice more
guilty than the woman, yet there i
an unwritten law made by man for
his self protection, that the woman
must in most instances, suffer the
jienalty for which both man and
woman are guilty while the man

When 10-year-old girls go astray
in nine case out of ten men of
more mature years have been able

been set up for the human race
one to protect men the other to
destroy women, and the sooner

But the press and the pulpit are
continuous in their warning on

result for the world wagg on in
the same old 'way without giving
lived to the admonition, which if
followed, would materially lessen
the prevalence of vice and the
consequent downfall of many a
bright girl whose previous life gave
promise of a splendid future.
What i needed is not so much
the exercise of authority as of
judgement and control in the
home. When young girls cease to
run the streets at night unattended
we can hope for better moral con

The following is the rule used by
the government in measuring hay
that it buys, and as it is of general
use we print it:
To find the numlicr of cubic feet
in a stack of hay, first measure the
distance from one side of its base
over tlie top to base of opposite
sido measure distance across the
bottom; subtract the distance from
base to Irase over the top and di
vide the remainder by two, which
gives the height of the stack.
Meusure length of stack and multi
ply length, breadth and heigth to
gether, and the result i the
number of cubic feet in the stack.
In a ton of hay tbat has keen
stacked the government meas
ures 512 feet to the ton.
Another rule often used in this
country is: Add over and width,
divide by 4, square, and multiply
