GREED THE DOWNFALL OP MANY. Greed has been the downfall of many an individual as well as nations. How easily our assurance of victory today could have been different, had Germany trentcd Russia as a "Big brother" instead of as a slave. Germany with her greedy commercial instinct could not abide her time and reap the rich harvests that might have been her priviledge. Just across her border were 170,000,000 of peoples defenseless and helpless, internally torn to pieces just waiting for some strong leader to take them in. Germany thought she had them. She did have them crushed from a military standpoint, even then had she mothered them, loved them, granted them mercy and ex tended a helping hand so that just and autonomous government should have rnisen, a might Russia would have looked upon Germany as her saviour and as the result millions of soldiers might have been secured to fill her do pletcd nrmics. No, autocracy never voluntarily conccedes democracy, con soquently the Christian spirit "Am I my brother's keeper" was foreign to her idea. Japan sow the opportunity first. She knew what it would mean to have tho friendship of so great a nation, but while Japan would have willingly been her friend, Russia was distrustful, and had it not been for tho friendly offices of a nation in whom Russia could place her trust it is fearful to con template what would have been her fate, as well as the fato of all the allies. America whose international dealings have always been based upon the golden rule was tho one nation acceptable. America who had introduced Christianity into Japan, who in the China Boxer war neither asked or ac ccpted indemnities, who after defeating Spain paid her $20,000,000 fr the Philippines, after having taken possession of them. When America extended the right hand of fellowship to Russia she knew it was tho truo grip of friendship. , It pays to be honest, there is no question but what America for years to some will be exporting millions of dollars annually of tho very things thai Russia will require in the upbuilding of her nation. It is truo that both England and Japan nro standing by our sides in protecting her, from both internal and external foes, will reap their rewards also, but it will all bedonc on tho square. What an opportunity Germany had, she not only lost the opportunity of having 170,000,000 friends which for generations to come will be her enemies, but it would bo difficult to gain say that in this once act of brutal treatment of Russia she has lost her all. Pa Ha Pa Pa Tho war is not over. Do not, deccivo yourself. We aro dealing with one of the most crafty, cunning and cheming powers the world has ever pro. duccd. This has been over played, Germany is no diplomat. She is mill tary and when her armies begin to crumble she will go to pieces. This much may be accomplished, at least this is what tho military power of Germany today is trying to accomplish. It knows that it has no chance for victorj but when her nrmics on nil sides are being crushed and pushed back, this h. no time to talk of peace with tho expectation of securing nny concession, but it hopes to bo able to stimulate the moral of the homo people seemingly mnking n feasible pcaco offering, knowing that tho enemy cannot and will not accept it, but with this showing, tho Kaiser can mnko a final rally to hold the western front. Ho may nnd it looks llko he is now withdrawing hir lines buck to tho Rhino and then ho will call upon every man woman and child to help the Fatherland from being crushed. He hopes to be nblo to prolong the war on this front to such an extent thnt tho allies will finally permit a peace to be negotiated that will retain tho house of Holcnzollern. VII, Thnt all of the lands included within the (aid boundaries, aforementioned, fall within the same water-shed and are properly in cluded within the said boundary lines of the proposed district: and all of said lands will He beneficially affected by the proposed works 'if the proposed district. VIII. That the proposed district plans to eon itruct a system of drainage and waste ditches to drain the swamp lands included in said district, nnd to provide drainage and waste system for the surplus seepage and waste waters front the irrigated lands within said district. That the plans proposed will di minish and lessen the rising subsurface waters and bo of benefit to the said lands within laid district. That tho benefits of such pro ooscd reclamation will exceed the damage to 'jo done and the costs of such works, nnd the best Interests of the lands included with in the said proposed district and of the ov.ner -if such lands as a whole, and of the public at large, will be promoted by the formation and proposed operations of the proposed dis trict. IX. That the formation of a drainage district under the provision of Chapter 340. Law of Oregon. 1015, and the laws amendatory thereof, is a proper and advantageous method f accomplishing the reclamation and pro tection of the lands Included therein. X. That briefly and generally the proposed plan for reclamation and protection nnd a statement of facts In connection therewith Is here given as follows, to-wit: That all of the lands hereinbefore described and Included within the boundaries of the said proposed district are Irrigated lands and lie about fifteen feet on an average above Snake River.
