By th e tim e th is pileup is cleared, it is often too la te for m ail to be plac ed on th e p ro p er long-distance train s. In an effort to expedite d eliv er ies, postal au th o ritie s a re urging business firm s to deposit th e ir out-going m ail tw o o r th re e tim es a day. T hey u rg e business firm s to deposit th e ir out going m ail a t noon, and again a t m id -a fte r noon, ex p lain in g th a t it m akes little sense to allow a le tte r w rit ten a t 10 a. m. to sit around in a basket for seven h o u rs until it is posted. M ost business firm s w ho like to co n tra st th e ir own efficient, tim e-sav in g m ethods w ith govern m ent incom petence w ill co n tin u e th e ir p ra c tic e of m ak in g one 5 p. m. m ail deposit a day. Yet, by co operating w ith the governm ent, th ey could help im prove its ef- ; ficiency. In m any sim ilar cases, gov ern m en t efficiency could be r e duced w ith citizen assistan ce. M any people, however, a p p a re n tly would ra th e r com plain ab o u t th e governm ent th an co o p e rate w ith it.
