POST—3 Candidates hedge on full sales tax support by D A N D IL L O N Library books for a fee and local toll booths are possibilities for Sandy's future if Ballot Measure 3 passes, according to the two candidates vying for the House District 23 seat “ I think there w ill be user fees for everything from libraries to toll booths on city streets, Mark Pihl. I prefer the income tax system.” Pihl would not endorse a sales tax either, but outlin ed a method by which could win his support He advocates excluding all food and medicines from the tax, tying it to the state Constitution to allow voters only to raise it and making it part of a com plete tax reform package Pihl added that the sales tax would have to lessen the burden in other areas and have some of its revenue e a rm a rk e d specifically for schools Shiprack said the sales tax would be fruitless unless it applies to food and clothing He pointed to Washington state which put food back on the sales tax roles because revenues were not meeting expecta tions. In addition.
