OCTOBER 21, 1982 Smooth transition demands Ruth Sandy’s race for mayor offers two equally attractive, qualified candidates in Mayor Ruth Loun dree and veteran Councilman Jim Duff. A smooth transition with a new city manager coming to Sandy and new c o u n c il m em b ers, however, recommends support for incumbent Mayor Loundree The tw o -te rm m a y o r and retired city hall mainstay adds stability to a sm all town govern ment, where faces of people w ill ing to work change all too often. M ayor Loundree isn’t afraid to work. Adm inistration of the city is her main job. She’s one of the few members of the Council frequent ly w illin g or able to take tim e to physically pace property under Council consideration. H er goodw ill leadership in spearheading Sandy’s Economic D e v e lo p m e n t C o m m is s io n already is paying dividends in a three-city effort to m arket for economic d iv e rs ific a tio n and more quality jobs here. No unkind words ever are heard about Sandy’s grandm otherly mayor, because she knows what she’s doing and cares enough to spend time. Someone calls a meeting to discuss something off the wall like neighborly support of human services cut by the federal government, and Ruth is there to help. L e t’s make sure she’s around to help Sandy this year, when two or three faces change on the Council with races that w ill put green volunteers in charge of the city. Let’s make sure she’s around as m ajor to assist the incoming city manager for a smooth transition in adm inistration. (VB) State budget woes need caretaker We see the race for governor coming down to a contrast in basic philosophies. If you think the state can prim e economic pumps w ith bold new programs that buy Oregon’s way out of recession, bet on the comer in swaggering Ted Kulongoski. However, if you think the state sliould hold its cards close to the vest, bet on Gov. Vic Atiyeh—an adm itted fiscal conservative. We see Atiyeh as a caretaker governor, who w ill keep a trust w ith ta x -re b e llio u s c itize n s. Atiyeh was an Tarty proponent of some sort of tax lim ita tio n , although he disavows any support to the current rash Measure 3. Whether this in itiatve passes or fails, he says he got the message that people want tax relief and government cuts. State Sen. Ted Kulongoski (D-Junction C ity,, however, pro poses to fight economic red tides w ith government buildup In fact, he’s proposed a new program for alm ost every m ajor problem The programs sound good, but add up to more government expense at a tim e the state can ill afford it. H e’s suggested e xtention of emergency sunset taxes and cor porate taxes, but overlooks a new state revenue shortfall of $500 m illio n th a t w i ll tro u b le legislative budgeters next year. Surely the governor’s Economic Recovery Program has shortcom ings, especially in its tourism pro motion that generated few dollars in a weak season. Also, the gover nor’s office has failed tim e and again to accurately forecast revenue shortfall, with special sessions and re-budgeting the result. Kulongoski’s bold approach, however, offers undeveloped, untested and underfinanced new programs We think the tim e calls for a caretaker adm inistration by a fiscally conservative governor Hence, we recommend a vote for Gov. I have gone to great lengths to explain to Mike Jone that there has never been any intention to change any zoning, should the Welches area ever be incorporated I had nothng to do with the small amount of sewage that overflowed from the Hoodland Sewer District's lift station into the Salmon River a number of months ago I even ac compamed him to the site and explained the problem w hich was co m p letely u n re la te d to R ip p lin g River, but to no avail After making the front page of your paper for three weeks consecutively. I am sure the community felt that we had to be guilty I was not the marketing company accused of time- share misrepresentation Owner of each homesite that ha* twen sold was in form ed in the earnest money agreem ent that there would be a Hoodland Sewer District assessment at some time in the future M o re r e c e n t ly , las t week s front page article lead* the reader to believe that we again have taken advantage of the public and fostered an illegal auction on the people His article state* that M artin the r e a l e s ta te d iv is io n 's representative) who did not attend the auction is looking into advertising violations and violations committed by developer Carl Bright ' The real facts are that Paul M artin was consulted several tim e* prior to the auction, did attend the sue bon and found nothing out of line with it* operation There was only one com plaint to the real estate division from a buyer that refused lo acknowledge the auction arules, even though he admitted having read them in our brochure prior to the auction There have been some 35 buyers with 190 attendant* at the sue bon . and there have been no rescissions or com plaints from anyone else Rut the fact remains that the damage has been done by this front page article, and Mike Jones has won again in his successful a t tempt to defame myself and American Guaranty Life Insurance Company American Guaranty has a reputation of being one of the most ethical operating corporations in the state and nation However, they have repeatedly been forc ed to defend themselves against inuendos in your paper which leads the rader to believe there must be .something bad going on. if they warrant such bad publicity They also are the largest employer on the mountain and consistently have tri d to enhance the community's environment with worthwhile develop ment They also are the largest contributors to pro perty taxes which supports the school system, even th o u g h th e re a r e no c h ild re n liv in g in the resort Not once can I remember M ik e Jones h avin g a positive article in your paper regarding Rippling River that might cast a positive light on their ac tivities I have not responded to any of the previous publici ty. because the damage is usually done with the first article, and any response probably would receive another slanted front page blast th at only would worsen the situation I am getting weary of your expertise Michael P Jones Carl A Bright Welches Dump LCDC Oregonian* can expect an avalanche of LCDC mandated downzoning of rural property after the Nov 2 election, unless Oregonians vote 'Yes' on Measure 6 L C D C m a n d a te d downzoning makes land less valuable by piling on use restrictions L C D C m a n d a te d downzoning places addi tionai coats on all of u*. because the person whose land is downzoned loses value More and more tax burden is shifted to other landowners, both rural and urban Ye*, return to local con trol over people s activities on land and return to local control over land and land taa es V o te 'Y e s ’ on Measure 6 Anita B Hale Cooa Bay Vote Smith In recent weeks, Mrs M cFarland and a number of letter writers have made various, vicious charges against Congressman Den ny Smith's voting record A number of those charges are either false or, at best, misleading It's time to set the record straight First, his opponent. Mrs M cFarland, has stated that Denny Smith voted against the housing assistance legislation sponsored by Congressmen AuCoin and others In fact, he voted for the bill, voted to fund the bill and voted to override President's Reagan's veto of the p ro g ram M rs M cFarland is simply not telling the truth on Con gressman Smith's votes n the housing legislation Second, the charge has been m ade th a t Con gressman Smith voted for the $19,(MX) tax break for m em bers of Congress Again, Mrs M cFarland is not telling the truth, when she makes that charge On Dec, 16, 1982, Con gressman Smith was one of only 47 members of the U S House of Represen tatives to vote against a measure containing that special tax break Further, be was the only member of the Oregon delegation to vote against the measure W hy th e n is M rs . McFarland claiming that Denny Smith was the only member to vote for it? Frankly, she has either not done her homework, or knows his record and has chosen to ignore the truth In either case, she I* misleading the public Third, a number of re cent letters have claimed that Denny Smith voted to elim inate the m inim um benefit paid to a special class of Social Security recipient* While that is true, it is only half true Yes. he did vote to remove the automatic payment of $122 a month, but he did so in an attempt to make sure enough money was left in the trust fund* to pay for those who truly need the assistance Because of the complicated nature of the law. some older Americana who depend on the benefits would have been cut off a* a result of the change Con gress quickly drafted cor recting legislation, and Congressman Smith voted to restore the benefit. Neither M r*. M cFarland nor her organization of letter-to-the-editor writers, mentions that fact Such disception in a m a jor campaign in Oregon is not n ew . but it is disheartening Next time Mrs McFarland or one of her w o r k e r 's m akes another charge against Denny Smith, remember they 've ignored the facts in two major instances and mislead voters on a third Is this the type of person you want representing you in Congress? I may not always agree with Denny Smith's philosophy, but at least I know he is honest about where he stands and what he says. Jimm ie C Taylor Albany Vote Duncan I have been in education for more than thirty years as a teacher and as an ad ministrator. and I support V erne Duncan fo r re- e le c tio n as s ta te superintendent of schools Dr Duncan has con sis te n tly prom oted the educational w e lfa re of children as his highest priority During the time I have known him, I have had many personal con tacts with D r Duncan con cerning the education of children in Oregon, not on ly in the City of Sandy, but also in Coos Bay From that contact I have found him to be a person who sincerely cares and is always available to listen to concerns about our educational system He is a th o u g h tfu l person who carefully studies issues before rendering a deci sion It is this kind of per sonality that I feel is essen tia l to our educational system for our children Therefore, please support Verne Duncan when you go to the polls to vote on November 2nd Jack Peters Sandy Vote Starkovich I am writing concerning Steve Starkovich for state senator. Jam « R Estacada Dump Smith You might wonder why Denny Smith choose to change districts His sup porter* hare in Hood River Along with otiMr political considerations, an obvious possible reason is that we in D istrict Two know M r Smith all too well We know who he is and whose interests he has served in the past two years Perhaps he has hopes that the people in District Five w ill be more suscepti ble to a slick advertising campaign, hitting big on promises and sliding fast and easy over problems I hope that is not so. I am taking the tim e to w rite this le tte r , because Denny Smith changed my life Seriously Two years ago, I was a bumed-out accoun tant, but Reagonomics and its local proponent, Denny Smith, changed all that 1 attended three town meetings in 1981 In those meetings, Smith never a t tempted to get to the facts at-hanU, when he was challenged on his statistics The information that he presented was often taken out of context. For in s ta n c e . a t th e A p r il meeting, he passed out a flier to assure his audience that the president s pro gram was working for them, and that they should assist the President by writing to "Congressional leaders who oppose the P r e s id e n t ” ( w it h a p propriate names and ad dresses * Unfortunately, this han dout did not address the fact that 50 percent of the benefits of the “ Economic Recovery Program " would be going to a fifth of the p o p u la tio n —th e ric h e s t one-fifth At a town meeting in August, he was questioned as to why he was one of 20 (o u t o f 424 v o tin g ) representatives who voted fo r e lim in a t in g th e minim um Social Security Benefit He answered that he didn't have to explain or justify yes votes Denny Smith has proved to many of us in the Second District that the in te r« !* of big business and the wealthy are not the in- teresto of the poor, the elderly, the working class or indeed the future of our I believe the facto Smith * record «rill for itoeif I hope that you of the Fifth District w ill take the time to look into this record for yo u rse lv« and not base your votae on an advertising campaign Taka a good look a t Dan ny Smith's record, and it w ill be d e a r to you w h o « In te r e s ts be ha* for the peat Wayne A.
