Candidates hedge on full sales tax support

Library books for a fee
and local toll booths are
possibilities for Sandy's
future if Ballot Measure 3
passes, according to the
two candidates vying for
the House District 23 seat
“ I think there w ill be
user fees for everything
from libraries to toll booths
on city streets, Mark Pihl.
R-Canby, told the audience
last Thursday evening at a
symposium sponsored by
Sandy High School
“ If the people pass Ballot
Measure 3, do they want
additional taxes" to meet
local shortfalls, asked his
opponent. Bob Shiprack.
D-Beavercreek "The state
doesn't have the money to
pick up the shortfalls."
If the measure, which
would lim it property tax in
creases to 1.5 percent and
roll back assessments to
1979 levels, is successful
Bob Shiprack
M a rk Pihl
neither candidate would
overhwhelmingly support a
sales tax to make up the
difference in revenues for
schools
and
lo ca l
municipalities
" I think the sales tax is a
regressive tax," Shiprack
said “ It has no bearing on
one's need, one's income,
one's dependence. I prefer
the income tax system.”
Pihl would not endorse a
sales tax either, but outlin
ed a method by which could
win his support
He advocates excluding
all food and medicines
from the tax, tying it to the
state Constitution to allow
voters only to raise it and
making it part of a com
plete tax reform package
Pihl added that the sales
tax would have to lessen
the burden in other areas
and have some of its
revenue
e a rm a rk e d
specifically for schools
Shiprack said the sales
tax would be fruitless
unless it applies to food and
clothing He pointed to
Washington state which put
food back on the sales tax
roles because revenues
were not meeting expecta
tions.
In addition. Shiprack ad

Measure 3 is unsuccessful
at the polls, the Beaver

w ill have to come after a
complete review of state
agencies He hinted that he
would favor elimination of
some duplicated services
and pointed to five schools
of education in the state, as
an example
“ I would cut where it
would do the least harm,”
he reasoned
While Pihl, a travel agen
cy executive, concurred
that duplications must be
cut, he offered a "wait-and-
