(Raleigh Hills Hospitals) was denied by R ich ard Grant on grounds that, when establishing the need for ad ditional alcoholism beds and services for an area, he looks at the full range of treatment and setting alternatives. The alcoholism treatment center proposed by Raleigh Hills represents only one of the variety of methods and settings available for the treatment of alcoholism. The applicant projected high charges for their services, according to the decision.
