8 The Sandy (Ore.) Post Thursday, Mar. 21, 1963 (Sec. 2) WLh NOTES By SARA SEWELL EXPERIMENT My friends Elaine Popelka . and Mrs G'llard at the Sandy Post have bt'-n asking me for some low calorie recipes. The following one is a favo rite vegetable at our house. It was taught to me by my moth er. Connie Berger and Susan Moffet, 7th graders, found by experlnmentatlon that vitamin A is something everyone must have. The girls used white rats in their experiment, feeding one a balanced diet and the other the same, minus vitamin A. The deficient rat became extremely nervous, his body was sore, his eyes darkened and his fur coarsened. Local autonomy and au- •hority will be weakened. Through the use of state-spon- ored uniform plans, crucial planning decisions are made by .those far removed from the local district and not respon sible to local school sentiment or officials. 3. The alleged uniform plan savings are a mirage, and What appears to be a reason- able way of saving money on architects’ fees and through the mass production of parts, turns out to be illusory. Recently a community in New Jersey simultaneously sought bids on a mass produced school and on an individually planned school, both containing the same number of classrooms and adjunctive spaces. Bids were lower on the individually planned school and the con- tract was awarded on that basis. With uniform plans the full architect's fee would in no case be saved; instead only a frac tion of it could possibly be avoided. Any alleged savings through mass production of parts would be equally possible through modular planning and the use of prefabricated units. 4. Flat sites, for which uni- form plans are basically drawn, are rarely available. Fewer than one school in ten is so favored. If sites are not level, costly modifications and alternations of uniform plans are then necessary, and are usually followed by unforeseen difficulties in fitting the stock plan school to the site’s con tour. 5. Schools deal with the de velopment of human beings. It is important to remember the thousands of hours that a child spends in school and to avoid the possible adverse ef fect that stereotyped environ ments may exercise. 6. Other States have aban doned uniform plans because they are outmoded. The exper ience of States which have tried the stock plan concept for school construction has been disappointing and unproduc tive. The practice of uniform plans has fallen into disuse except in remote rural areas where a small one or two room school building meets the local needs. Not one State which has tried to evolve uniform plans for school buildings believes that the concept has any promise except in the cases of the small rural schools cited. 7. The uniform plan dis courages the city or town from taking advantage of the latest school building construction methods._____ _____ How are we doing in Salem? f may be presumptuous as a freshman Senator, but I would predict, purely on t h e basis of present tempo, that this could be a session of out standing accomplishment. Sure we find plenty of con fusion and acts possibly not too constructive lere and there. It nust also be admitted that we lace a most critical budgetary situation. Tempers are some times worn threadbale by cver- work, if for no other reason. But, underneath it all is found sincerity of purpose and a tell ing tendency to reconcile dif ferences and to get on with the show. This is true of individuals of both parties, to a remark able degree. It is also true as between industry and labor, and various interests having possible dif- lerences with state boards and agencies; this with one noted exception to date. Let us explore an example or two. The State Sanitary Board recently requested more authority for suppression of quickie stream and air pol lution situations. Industry fear ed allowance of too much au thority which might result in bureaucratic activity. Both sides agree that a condition needing quick attention in the public in terest exists. Impasse Eases The sequel to this interest ing impasse finds organized industry and the Sanitary Board agreeing on policy prior to committee action. They are sure to come up with an an swer satisfactory to all con cerned. How much better this is than to have a knock-down and drag-out before the Senate Committee in charge. As noted previously the same conciliatory atmosphere has been shown between organized labor and organized industry, each of which started out with sharp differences over new In dustrial Accident Legislation. Senate committees have been working effectively, and so have Senate members. This is proven by the support of com mittee action when bills ap pear on the Senate floor for a vote. The House appears to Also on the program will be be progressing very well also. I am too busy to know to® much about what goes on over there. So far, so good; but if a big ruckus breaks out before this column goes to press, just for get I mentioned the matter, please. Uniform School Plans Continued from last week: Arguments against use of Uni form School Plans — Undeni ably, strong arguments exist against the use of uniform plans for school buildings. 1. The plans will have an adverse effect upon the educa tional program. Uniform school building plans are said to stultify, restrict and regi ment educational programs. By fixing a room size or shape, or wall arrangement, or counter space, or storage area, or chalk board arrangements, such plans are said to set ar- bitrarity specific limits to the BIG YANK MATCHED WORK SETS Fourteen Oregon men were among the 87 reserve and ac tive Army pistol shooters from Idaho, Montana, Oregon.
