With no license increase since 1957, Illin ois ranks well below the national hunting l i cense level, with a resident fee of only $3.25. Two years ago, a conservation department plea to hike license fees, and from the present rate to that of $2. was squelched by the Illin ois legislature. It was not a partisan move; the fee in crease was opposed “ from both sides of the a is le .” Oppo sition stemmed from leg isla tors' reluctance to raise fees, and from sportsmen who didn’t feel like they were getting their money’s worth and were r e luctant to “ throw good money after bad. ’ ’ DIM VIEWS TAKEN The a rtic le closes with questions: ’ ’Does hunting have a value to our environment? O r Is it a type of savagery that should be ended?” Big Gome Seasons Big game hunting regula tions for 1973 were set fo l lowing a public hearing in Portland last week. Seasons a re s im ila r to last year and little changed from Game Commission staff recommen dations published several weeks ago. The general deer season w ill begin October 6 throughout the state, extending through Oc tober 18 In eastern Oregon and ending on Nov. 11 on the west side. Again this year, no antlerless perm its w ill be Is sued for eastern Oregon deer in order to protect mule deer herds which are s till rebound ing from a winter die-off and poor fawn survival in the past five years. A High Cascade buck hunt w ill again be offered begin ning on Sept. 15 and extending through Sept. 23. Hunters should take note that perm its a re required to participate In this hunt beginning this year. Rocky Mountain elk hunters can begin th eir hunt on Oct. 27 in a season that w ill extend through Nov. 14. In the nine unit southeastern area, hun ters may take elk of either sex from the beginning of the sea son through Nov. 4, and bulls during the rem ainder of the season. Roosevelt elk season w ill open Nov. 17 and run through Nov. 28. Riflemen w ill have an additional opportunity this year to draw for 100 a n tle r less perm its to be issued for two areas in the Birkenfeld vicinity northwest of Portland. As a “ Science” piece, it presents a clear case of anti-hunting emotionalism but nothing about the scientific aspects of w ild life biology and modern game management for the Steens Mountain Unit and two for a new area, the Owyhee Unit. The season w ill open Sept 15 and run through Sept. 21. No open season w ill be held for mountain goat In Oregon during 1973. Cougar w ill become legal game for 83 perm it holders in norhteast and southwest O re gon during the month of De cember. P erm its w ill be r e stricted to more specific areas than in the past in o rder to spread the harvest over a la r ger area. Bow hunters w ill have a wide selection of areas to hunt, and muzzle loader enthusiasts w ill have special hunts at Hart Mountain Refuge and Patterson Mountain, the same as last year. The Game Commission has authorized a change In the m in imum requirement fo r rifle s that may be used fo r taking deer, antelope, cougar and bear. Twenty-two caliber cen- te rflre rifle s which develop at least 900 foot-pounds of energy at 100 yards w ill be legal this year.
