" H o m e l e s s n e s s to d a y is o v e r w h e l m i n g l y c a u s e d by p o v e r t y , n o t p a t h o lo g y . O u r m a i n c o n c l u s i o n is t h a t h o m e l e s s n e s s is by i t s n a t u r e a c r i s i s o f h o u s i n g ."
