TRIBAL PROGRAM NEWS Bulls Bag Property Access by Mike Kennedy. Natural Resources Manager The Natural Resources Department is currently working on a method to provide Tribal members with access to the Tribe’s Bulls Bag property located about 10 road miles north of Siletz off of Highway 229. The nearly 300-acre forested property does not have a public road that goes to it. Instead, a half-mile private gravel road must be used to get to the property bound ary. That road then continues another mile into the property. The Natural Resources Department recently upgraded the road into the Bulls Bag property so it can be traveled by a passenger car anytime during the year. It previously was accessible only by four- wheel-drive pickups during the rainy season. Now that this property is physi cally accessible, we are striving to make it legally accessible for Tribal members. When the Tribe bought the property, it came with an easement across the neigh bor's land that allows the Tribe to use the road to get to the Tribe's property. The easement does not allow public access, however. This means that only Tribal members and staff working on the Tribe's property are allowed access across the neighbor’s property. To further complicate things, one must go through three gates to get to the Tribe's property. The access permit will be the legal document that will allow Tribal mem bers to use the private road across the neighbor’s property to get to the Tribe's property. It will include a map to show the Tribe's property boundaries, along with any current restrictions or notices that the Tribal member might need to know. It also will include the current combination for the locks on the gates (these will be changed periodically). Plans also are moving forward to sign the boundaries of the Tribe's property to indicate that access will be by permit only. This is intended to address current trespassing problems and to limit access to the property to Tribal members only.
