CHARTER F4EETING
NEXT TUESDAY
Prospects are bright for a large and
enthusiastic meeting in the town hall
next Tuesday when the city board will
read the new charter for the last time
and order the same published for the
consideration of the voters.
The charter was carefully ' prepared
by Attorney II. K. Hanna, Jr., who
was appointed city attorney at a re-
cent meeting of the board. The
’

ter will be submitted to the voters at
the earliest possible date and every
voter should read it carefully before
he casts his vote, so that he will know
exactly what he is voting for.
Although the board has been slow in
bringing the matter to a final reading,
they deserve credit for their fine show­
ing. The time spent is not lost be­
cause the charter has been on the
minds of the councilmen at all times
and several good amendments have
been passed which otherwise would
have been omitted.
One man made the remark: “It is
a shame to lay the old charter aside.
It has guided the city for over fifty
yearB. 1 remember when it was pass­
ed and everybody was pleased with it
then.” After reflecting for a few
moments he continued. “Charter was
all right then, but you see I crossed
the plains in an ox team fifty years
ago but no man with any brains would
do such a thing now-a-days. ”
A modern charter and a modern city
travel hand-in-hrnd and that is the
theory of this man. We always like
to hear what the people have to say,
whether it suits us or not.
Cold Wave Hits Canada.
WINNIPEG, April 13.-Last night
was one of the coldest of the season.
At Prince Albert it was 14 below zero,
at Regina 1 above, at Qu’Appelle zero
and at Battle Ford 4 above. It snow­
ed heavily at Edmonton, Calgary and
Lathbridge. The lowest temperature
here was 12 above.
