The opinion further held that the title of- the act was sufficient to cover the subject ' matter of the statute, this contention on the part of the city of Klamath Falls was dis posed of with the statement that "the title 'need not constitute an Index to all matters contained in the act In order to 'meet the requirement of the constitutional provisions.'' "Finally," the opinion held, "it is argued that the act Is a revenue measure and for that reason does not becoino operative for ninety days af ter it is approved by the governor, The main purpose of the act is to control and regulate traffic in alco holic beverages.
