Pare Seven ELOQUENT SILENCE OF EX-PREMIER TIPS POLITICAL SCALES IN RUMANIA 0LOQUENT 8ILENCE With Cut j BUCHAREST m The sorcery of a long silence, skillfully wielded in a ! country where people love to talk, ; may have cleared the way for a re turn to power of Juliu Manlu, the national peasant party leader, who was premier when King Carol re turned from his Paris exile and pushed his son, Michael, off the throne. The question will be answered at the Rumanian parliamentary elec tions of July 17-20. ' Manlu was no enemy to the exile but differences soon developed be-; twecn the new king and' his prime minister and on October 6, 1030,: Manlu resigned. The following June: ho resigned also as president of the national peasant party. ! . That 'Manlu and his party had lost; In popularity -as well as royal es teem .was Indicated by the heavy vote polled for the Nicholas Jorga government In June, 1031 But Pro- lessor .Jorga encountered Europe's fl- nanclal crisis and Rumania found It almost-impossible to sell her oil and wheat. Drastic falling off In tax receipts caused .the government to fall In ar rears In the payment of civil service salaries and even army officers pay. .During all this time Manlu, back In his native Transylvania, practiced law, telling neither friends nor ene mies why he split with the king. Discreet gestures of reconciliation from Carol met the same silence. Finally a foreigner spoke out. After a morning sag, a creeping advance set In which gained, momentum as the session wore on. Gains in many leaders ranged from 1 to 3 points, and the closing tone was strong. Turnover approximated 800,000 shares. Buying started In the tobaccos and spread to the rails and oils. Strength of Becond grade rail bonds helped shares. Other factors were renewed expectations of an early ad journment of congress, and an Im proved tone in commodities. CAMP HURLBURT, Vancouver Bar racks, Wash., July 16 (P) Donald Weed of Condon, Ore., was awarded the governor's medal as tho most out standing student from Oregon In tho sixth annual citizens' military train ing camp here Friday. Charles D. Bragg of Vancouver barracks was awarded the Washington governor's medal on a similar basis. Boyd L. Rasmusscn, company I, Ontario, Ore., Was cited for leader ship, honor, scholarship, service and courage, winning the Oregon depart ment, 40 and 8 legion cup. The medal and citation of Veterans of Foreign Wars went to Dave Bruce of Portland, and the 01st division. A. E. F., Am erican Legion post medal was award ed to Clarcnco S. Clark, Co. K, Tan gent, Ore. Harvard S. Malmston of Mist, Ore., as the outstanding candidate from Columbia county, won the St. Helens post, legion auxiliary gold piece.
