ELOQUENT SILENCE OF EX-PREMIER
TIPS POLITICAL SCALES IN RUMANIA
0LOQUENT 8ILENCE With Cut j
BUCHAREST m The sorcery of a
long silence, skillfully wielded in a !
country where people love to talk, ;
may have cleared the way for a re
turn to power of Juliu Manlu, the
national peasant party leader, who
was premier when King Carol re
turned from his Paris exile and
pushed his son, Michael, off the
throne.
The question will be answered at
the Rumanian parliamentary elec
tions of July 17-20. '
Manlu was no enemy to the exile
but differences soon developed be-;
twecn the new king and' his prime
minister and on October 6, 1030,:
Manlu resigned. The following June:
ho resigned also as president of the
national peasant party. !
. That 'Manlu and his party had lost;
In popularity -as well as royal es
teem .was Indicated by the heavy
vote polled for the Nicholas Jorga
government In June, 1031 But Pro-
lessor .Jorga encountered Europe's fl-
nanclal crisis and Rumania found
It almost-impossible to sell her oil
and wheat.
Drastic falling off In tax receipts
caused .the government to fall In ar
rears In the payment of civil service
salaries and even army officers pay.
.During all this time Manlu, back
In his native Transylvania, practiced
law, telling neither friends nor ene
mies why he split with the king.
Somo guesses stressed Carol's do-
sire .to dominate governmental af
fairs; others hinted that the pros
ence in Rumania of Madame Magda
liupeecu, inamorata of Carol's exile,
i . kept Manlu aloof.
At times people fully expected the
peasant party leader to burst Into
denunciatory activity against Jorga's
cabinet. Instead he maintained a
- sllenco which itself soon thundered
denunciation. Discreet gestures of
reconciliation from Carol met the
same silence.
Finally a foreigner spoke out.

Jerry could feel the other's been

"That was tough." he murmured,
pushing back his well-scraped plate.
"I wish you would congratulate your
chef on these sausages and bacon.
They were delightful."
"Fortunately," said Ashwood, toy

Carol called elections for July 17
20, with July 90 as the day for con
vocation of the new parliament.
Representatives of the national
peasant party went to Manlu's
Transylvanian retreat and persuaded
him to resume leadership.
Later he consented to stand for a
seat in parliaments
To many political observers Manlu's
shift from the sorcery of silence to
the appeal of action means that he
again will wield power as the na
tion's premier. If he does, it Is pre-

of a real constitutional monarch.
each of my guests. The cost Of enter
taining them IS high. I may collect
one, even two more such Dills be
foro I can bring myself to allow this
delightful little group to depart.
"Then, too," be continued, pouring
himself a second cup ot coffee from
a silver percolator, "your arrival
has complicated my future plans.
Up to this moment, my guests have
not lonrned the location of our Is
land. Beyond the fact It Is In the
tropics, they know nothing. The
tropics covers a large area. It I
wore to release them tomorrow In
Chicago and New York, they would
not have the slightest Idea where to
sond the officers ot lie law. 1 would
feel perfectly safe in Inviting an
other group of guests to spend a few
pleasant weeks here! I am hoping
that I rah persuade you not to re
veal the location of "tire, island. ,
Otherwise I should have to consider
this IiouBeparty-my last." ' '
Jerry blew rings of smoke
through the tented air. . :
"What It you can't persuade me
to keep, the location from your
guests? ho asked.
"It Is quite possible that yon
might contract mumps, or the Itch
or some such contagious disease,''
replied Ashwood calmly. "Then, out
ot regard tor my guests' -health. I
should have to quarantine you."
The two motors, whose Increas-
ing din had made the cripple's
voice almost Inaudible, wore sud
denly shut oil. Jerry could hear
the singing ot the wind through
their struts as the ships glided to
earth. Unless Ashwood possessed
two planes, one ot which was just
arriving after a long flight, the
very worst had come to pass.
Ashwood was speaking again.
"I am delighted to have you Join
us as a non-paying guest, to re
main until wo nil leave. Just let
me put this one thought Into your
mind. You bear a marked resem
blance to one who, although admir-
ably courageous, had the besetting
sin ot Impetuousness In seeking
physical conflict. 1 sincerely hope
that you do not follow him In that
respect as closely as you do In bis

Island, or even hint of It, until wc

the day. And now, Mr. Penbody.
I think wo may as well stroll out
to meet our new guests. It Is pos
sible that you may know them."
The cripple's voice had been
matter-of-fact, but Jerry was acuta
ly conscious of an undercurrent of
friendly, sincere warning.
He knew, now, that he had met
this remnrknblo man before. There
was an expression around his vivid
blue eyos that wob familiar, atwlsl
to his mouth that reminded him of
someone he had once known. Jer
