Uoinana- 12; 10, 17, 21, I EXPERT OPINIONS WORTH KNOWING ' Although Colonel Mitchell, fiery ex-u.s.sistant chief of the army iiir service, may be somewhat tactless and im moderate in his criticism 'of the; administration of army and navy air services," yet his charges, his opinions, and his recommendations cannot be considered any other than valuable by a citizenry properly interested in national de fense and efficient government administration. Of course Colonel Mitchell's criticism constitutes insubordination in the service, an offense that must receive the attention of courtmartial and may bo punished by dismissal from the service. Whether or not the army officials whose ire the air expert has aroused will take this step remains to be seen, but after all it is a relatively small matter. The central firurp of this controversy al '.o contends that air fUiprom-iey is Hie factor that wi'l di'terniine the outcome of the next war an opinion that is laughed at by aimy and navy chiefs who h.'ve watched arniii's and navies win war thiouKhmit all history. Yet other countries, by their iiction in furthering air development, seem to substantiate Colonel Mitchell's contention. Armies and navies won the World war. but it. could have been won by the small and insignificant army known as tho Chemical Warfare Service of tho (iei-mans, had they belter 'realized the power of their poison jnis weapon. KxpoiU are in complete agreement on that point 11 the iieim-ins had pressed their advantage when they first launched their e;as attucJs, thfy coii'd have broken throiijvh the Hvilish and Kicnch linns and would liave 1 taken Palis unopposed. Colonel Mitchell" contends that, in the event of another jrreat conflict, the l)e!lig,.rnnt aupoiior in air will have a siniihr advaiitajre and will lit; sufficiently aware of it to pre.-s throiiplt to-an inimediate victory. Whatever meiit to tliese ai.euineiits, pin ami con, cer tainly they deserve the most c.nel'ul attention of a vitally interested public. If air disasters occur largely because of a prejudice against the air service on the part of high army or navy officials, we should know about it. If wo are to be endangered by lack of "winged defense," or if there is any possible chance of it, then most certainly we should have a separate air service department and should bend every effort to develop that branch to the utmost. Expert audi at Colonel Mitchell deserve a hearing and if their criticisms and charges constitute insubordination in the service, let them retire to private life and continue the ;;s de. . ..00s of our t dollars are spent e ich year for this thing called national defense. 1!' it is not p'operly pre'Kir; Mined or is misdirected, now is the lime to discover ''t I10-. iio I'oiceil to u ;o V vnt ii artillery, English rifles and French airplanes In :iu in 111 . kiag IV ( At E. iroH'ily effective can tctii;- 1 ; to this 11 -ed. j Such a thing may never happen ,iga. ! , ui we tliouelit that in 1!V4.
