I EXPERT OPINIONS WORTH KNOWING
' Although Colonel Mitchell, fiery ex-u.s.sistant chief of
the army iiir service, may be somewhat tactless and im
moderate in his criticism 'of the; administration of army
and navy air services," yet his charges, his opinions, and
his recommendations cannot be considered any other than
valuable by a citizenry properly interested in national de
fense and efficient government administration. Of course
Colonel Mitchell's criticism constitutes insubordination in
the service, an offense that must receive the attention of
courtmartial and may bo punished by dismissal from the
service. Whether or not the army officials whose ire the
air expert has aroused will take this step remains to be
seen, but after all it is a relatively small matter. The im-

interested public. If air disasters occur largely because
of a prejudice against the air service on the part of high
army or navy officials, we should know about it. If wo
are to be endangered by lack of "winged defense," or if
there is any possible chance of it, then most certainly we
should have a separate air service department and should
bend every effort to develop that branch to the utmost.
Expert audi at Colonel Mitchell deserve a hearing and if
their criticisms and charges constitute insubordination in
the service, let them retire to private life and continue the
