PhipPs, captain of the J4!th In fantry during the World war, re ceives his degree "with high distinc tion" from the University of Ken tucky in .June he will be the first student that has gone through the institution without having had high school work. The rules of the university permit students who are of age to enter as special students without the usual entrance requirements, and to be graduated only if sufficient standing is maintained.
