That an Amoircan could subscribe to the paternalistic habit of airing another to perform deeds of patriot ism for him, just as he might hire another to admire the sunset, or to experience emotions for him, or to vote for him, is quite untfiankabie. Such a surrender of individuality is not compatible with the theory of self -go vernmen t. Willingness to purchase immunity ; from defense duty, willingness to have the city taxes or the state boun ty spent or one's personal fund used for the purchase of immunity from individual service by the substitution j of others is a surrender of one's sta tus as an individual. Provided, al ways, that one is of military fitness. , The right of possession is the first right upon which society is founded, and with the right of possession goes ube right to defend the possession. Property is individualistic and the right to personally defend property is an intensification of the first. To loan, farm, or hire out one's right to self-defense is to subscribe to theories of paternalism that are not tenable under democracy. , The theory of universal service is written into our constitutions. In part as a; re sult of the war New York has ac quired a great deal of world trnde while London has lost. j On the surface this would seem as u London's loss was our gain. But tflitis is not so. As a matter of fact we have gained very little of the trade that Britain was doing with the world at large through the port of London. We have simply developed a new line of trade, delivering mu nition and extra food supplies. It is simply impossible for one na tion to take'over the trade of an other. Each nation must develop its own foreign trade. It must produce and it must find foreign consumers. It cannot today decide to manu- i I facture Birmingham's cutlery, tomor row take over Notingham's lace in dustry, and next day take over the .Brussels carpel industry. No country's loss is our cain. Such a thing is economically impossible, excepting in a verv superficial sense. If Britain has lost trade, she has lost it because of a slump in her indus tries. If sihe has experienced a slump in her industries she will have fewer commodities to exchange with us. And Britain's loss will inevitably be our loss in large part before we get through with it We cannot lift ourselves up by our bootstraps nor produce something from nothing.
