Thp State Imlustnul Accident Oom .mission Saturday declared an exemp tion of payments for the month of February of ill employers and the workmen of these employers who have paid their contributions for the past nix successive months. This action was tukon in accordance with section 19 of the amended law, the commission having found that the fund amounts to a sum sufficient to meet all payments and liabilities ac crued, together with a surplus of HO per cent thereon. The commission has set aside as a segregated fund the sum of $277,859.36 in the hands of the state treasurer, who has invested same in Oregon school and municipal bonds drawing five and six per cent interest; and the above fund, and interest to ac crue thereon, is an irrevocable fund which will be used exclusively to pay pensions already awarded on settled claims in fatal cases and for perman ent disability. It has also invested $73,509.73 of the General funds in school bonds drawing interest, which will accrue to the credifof the general fund. t In addition to the above, the com mission had on hand January 31, 191(1, $209,017.93, and duo from the state for the seven months ureceding $42, '829.36, and due tho commission on January payrolls and accounts receiv able an amount estimated ut more than $50,000.00, making total assets ?80,417.29. Tho liability of tho com mission consists entirely of unsettled -claims, workmen who are still disabled mid growing pay for time loss', and tfutnl cases in process of adjustment, In nn amount totalling $159,077.20; " the cdmmission thus hns net resources over all liabilities amounting to f 143, 370.09. The percentage of cost of adminis tering the fund to date since begin ning business July 1, 1914, is 8.23 per cent. ' This means the entire expense charged against th 'Mini including of fice expense, field work, investiga tions, auditing of payrolls, and the ex pense connected with the adjudging and settling of claims; it also means that all money received by the com mission, paid by employers and oik men; and provided by the state, 91.72 per cent has either been awarded for injured wormen or is in the surplus fund to pay workmen for injuries re ceived, and that more than the en tire amount paid by the employers and workmen into the state fund, has been available for payments of losses on claims, The exemntion declared by the com mission means that the sti.te will carry the insurance risks of all opera tions in tho state which are working under the act, and have qualified for the exemption, without cost to either employers or workmen, for the en tire month, will pay all bills for care and time loss of injured workmen. Fully 85 per cent of all the hnznrdous occupations in the state are now pro tected by the net. In addition, a large number of non-hazardous occupations, including several hundred farmers, are. by application, enjoying the pro tection and benefit of the act, and will participate in this exemption. It is in effect, a devidend paid by the commission, as un insurance company, back to employers and their work- .men, of approximutelv $50,000.00, and is the second dividend of this kind de clared by the commission under the amended law since the beginning of the present fiscul year July 1, 1915. The two exemptions for tho fisc.il year, already granted, mean a reduc- -n m the yearly rate of 1-6, or Hi X-3 per cent. This reduction, taken with the fact thut u great many firms were awarded a redueion in their rate of 10 per cent nt the beginning of the second year of business, July 1, 1915, on account of a good accident ex perience, and tho possibility of secur ing an additional reduction of 10 per cent on July 1, 1916, for a similar good accident experience this year, means a total possible reduction to date of 30 2-3 per cent in the em ployers rate, a similar reduction in the state allowance, and a remark ably low rate for industrial insurance, with absolute protection offered by the state. The commission is conducing a cam paign of accident prevention, which, if given the co-operation of employ ers and workmen, will further reduce accidents and muke further reductions and exemptions possible, WORK FOR YOURSELF. This morning Harry Putnam a clerk in the Citizen's National Bank, dis covered the robin resting on the roof of a poultry house. Going to the building, Putnjm ob served that the robin was not much afraid. He obtained a bird-cage. With this he again approached the hen house. After he had pushed the cage to the edge where the robin sat, Put nam was surprised to notice that the j bird did not move.
