Several have asked the Evening Ob server whether the present sensational actions of Governor West mean that he baa an Intense desire to bring about oetter moral conditions In the state or whether the executive sees an op portunity to do a little self advertis ing. It Is a bard question to answer and we must confess we do not know. If . tbe governor Is thoroughly sincere In tbe matter and Is not thinking of seif be should bave the support of every law abiding citizen. But those same law abiding citizens should at once in alst that the governor, before ousting officials from office on bis charge of failure to do their duty, at once read tbe duties of Oregon's chief executive ' and obey those statutes. When It is remembered that two cubic feet of water, weighing 125 pounds, by falling, a distance of only six feet will produce one borse power of energy, it Is easy to comprehend that millions and millions of borse power are wasted every minute by the torrents of water tumbling over Niag ara, tbe Victoria falls and tbe Iguassu river and many lesser falls throughout the world.
