To the Memlc r of the City Council of La Granilo; I believe It l our duty to review briefly the work aceomplinhed by the council during the pHt civic year and to Identify and bring into prominence our mistakes. If xuch there have been, in order thiit we may render better service during the term upon which we are jutd entering. I shall take the liberty of making certain recommendations for the Con sideration of each department com mittee in the council. in the department of streets and alleys considerable new board walk has been constructed and some C6- ment walk, by property owners, and some new cross walss by the city; also there has been some work done on street Intersections. Ordinances were passjpfl innie time ago providing that cemeftt sidewalks be conntructed to r)lo5 worn out walks in certain parts of the city, no tably on Main avenue, Depot fitreet, and one lot on Second street, -which latter la now and has bven for some time without a sidewalk, notw Ithatand- Ing that the piierly owners on both Hides have built new cement walks. Those ordinances. were passed by the council with the expectation that they would be. carried out; the work of carrying them out is in the hands of the street committee and it is with out doubt the duty of such committee to at once ake the necessary steps toward their fulfilment. The duties of the street committee are more oner ous than-those of any other commit tee and the chairman and members of the same have given much time ami thought to the work during the past year. 1 wish to suggest a plan, how ever, which I believe If followed, will enable them to do more efficient work because done systematically. This would apply to all committees in the council. The I'hins SiiKi-exted. An ordinance In effect provides that each committee shall hold a meeting not less than five days preceding teg ular meetings of the council for the purpose of considering the work of their department and to which It Is their duty to give their careful atten tion. Seelde what should be done, have ordinances or resolutions drafted and place them before the council for con sideration of the whole, with the com mittee's recommendation. I -twllcve thut compliance with this ordinance should expedite the work of the council, whereas, the old meth od or meeting In council with ihe ex pectation of considering ordinances and resolutions that have had their origin In a haphazard manner and which must be referred to a standing or special committee for a report as to their efficiency, etc., and which must take their chance as has hap pt ued, of belli mislaid or forgotten, has been the cause of tho non-accomplishment of much legislation that would have been of benefit to the city. 1 wish, therefore, to reijuest liiem hers of committees to take tin lr w ork .seriously and to come to the council nieetiiiKs with a full untleYstandiiig of the requirements of their department, .111,1 with recoiiuiiendalious. 1 do not think thut there Is a mem ber of this council, nor do I believe theie are many residents in this city who do not believe that it is of vital interest to li Uraiulo to improve her streets.
