I believe It l our duty to review
briefly the work aceomplinhed by the
council during the pHt civic year and
to Identify and bring into prominence
our mistakes. If xuch there have been,
in order thiit we may render better
service during the term upon which
we are jutd entering.
I shall take the liberty of making
certain recommendations for the Con
sideration of each department com
mittee in the council.

some new cross walss by the city; also
there has been some work done on
street Intersections.

Those ordinances. were passed by
the council with the expectation that
they would be. carried out; the work
of carrying them out is in the hands
of the street committee and it is with
out doubt the duty of such committee
to at once ake the necessary steps
toward their fulfilment. The duties
of the street committee are more oner
ous than-those of any other commit
tee and the chairman and members of
the same have given much time ami
thought to the work during the past
year. 1 wish to suggest a plan, how
ever, which I believe If followed, will
enable them to do more efficient work
because done systematically. This
would apply to all committees in the
council.

An ordinance In effect provides that
each committee shall hold a meeting
not less than five days preceding teg
ular meetings of the council for the
purpose of considering the work of
their department and to which It Is
their duty to give their careful atten
tion. Seelde what should be done, have
ordinances or resolutions drafted and
place them before the council for con
sideration of the whole, with the com
mittee's recommendation.

ordinance should expedite the work
of the council, whereas, the old meth
od or meeting In council with ihe ex
pectation of considering ordinances
and resolutions that have had their
origin In a haphazard manner and
which must be referred to a standing
or special committee for a report as
to their efficiency, etc., and which
must take their chance as has hap
pt ued, of belli mislaid or forgotten,
has been the cause of tho non-accomplishment
of much legislation that
would have been of benefit to the city.
