Attention Is called to the fact that effective December 1. 1908, by Sup plement No. 4 to the- western classifi cation No. 45, Rule 4 of the classifi cation Is changed to read In part as follows: . "t'nless otherwise provided, when property is transported subject to the provisions of the western classification, the' acceptance and use are required, respectively, of the 'uniform bill of lading,' 'straight or 'order' as approv ed by the Interstate commerce commls slon by order No. 787 of June 27, 1908." (A) In order that the consignor may have the option of shipping prop erty either subject to the terms and conditions f the uniform bill of lad ing, or under the liability imposed upon common carriers by cctmmon law and the federal and state statutes ap plicable thereto, western classification provides for different rates and for different forms of bill of lading to be used.' respectively, as the consignor may elect to have a limited liability or a common carrier's liability service. (B) Unless otherwise provided In the classification, property will ' be carried at the reduced rate specified If shipped subject to all the terms and conditions of the uniform bill of lad ing. If consignor elects not to accept all the terms and conditions of the uniform bill of lading, he should so notify the agent of the forwarding car rier at jthe time his property Is of fered for shipment. If he does not jive such notice, it will be understood that he desires his" property, carried subject to the terms and conditions of the uniform bill of lading in order to secure the reduced rate. ' (C) Property carried not subject to all the terms and conditions of the uniform bill of lading will be at the earner's liability, limited only as pro vided by common law and by the laws bf the United States and of the several states in so far as they apply, but sub ject to the terms and conditions of the uniform bill of lading in so far as they are not consistent with such common cu rler's liability, and the rate churged therefor will be ten per cent higher (,..!rt to a minimum Increase of one K-r rent per 1000 pounds) than the rate charged for property Rhipped sub ject to all the terms and conditions of the uniform bill of lading.. The new uniform bills of lading re ferred to are of two kinds: First: One covering so-called "straight consignments,'' being those other than "order consignments."
