ash or other strong minerals, is simply adding another, poison to the already
weak, diseased blood, sapping it of its remaining vitality, and perhaps in
the end making a physical wreck of the sufferer. The one safe and only cure
. for Rheumatism is S. S. S. ' It is nature's remedy for this disease, made
entirely from healthful vegetable ingredients extracted from the roots, herba
and barks of the forest and fields. S. S. S. goes down into the blood and
circulation, and restores health and comfort to those who are sutfering from
this painful disease. There is but one way to be sure you are not dosing
your system with mineral medicines, and that is to take S. S. S. Book on
Rheumatism and any medical advice free. .T . '

Excerpt From the Letter.
,Th uniform bill of lading which
becomes effective on the Jtarrlman
lines "on December 1. is described in
a long circular Issued to all O. R. &
X. .agents, Including J. II. Keolcy of
this .city. The provisions are compli
cated and hard to solve, but shippers
can acquaint themselves with 'the re
quirements by consulting Mr. Keeney
between now and the time when the
new system goes Into Effect.
Escerpta From Clreular.
A few of the more Important provis
ions set out In the circular letter fol
low: ' ';.,''!
Attention Is called to the fact that
effective December 1. 1908, by Sup
plement No. 4 to the- western classifi
cation No. 45, Rule 4 of the classifi
cation Is changed to read In part as
follows: .
"t'nless otherwise provided, when
property is transported subject to the
provisions of the western classification,
the' acceptance and use are required,
respectively, of the 'uniform bill of
lading,' 'straight or 'order' as approv
ed by the Interstate commerce commls
slon by order No. 787 of June 27,
1908."
(A) In order that the consignor
may have the option of shipping prop
erty either subject to the terms and
conditions f the uniform bill of lad
ing, or under the liability imposed
upon common carriers by cctmmon law
and the federal and state statutes ap
plicable thereto, western classification
provides for different rates and for
different forms of bill of lading to be
used.' respectively, as the consignor
may elect to have a limited liability or
a common carrier's liability service.
(B) Unless otherwise provided In
the classification, property will ' be
carried at the reduced rate specified If
shipped subject to all the terms and
conditions of the uniform bill of lad
ing. If consignor elects not to accept
all the terms and conditions of the
uniform bill of lading, he should so
notify the agent of the forwarding car
rier at jthe time his property Is of
fered for shipment. If he does not
jive such notice, it will be understood
that he desires his" property, carried
subject to the terms and conditions of
the uniform bill of lading in order to
secure the reduced rate.
' (C) Property carried not subject
to all the terms and conditions of the
uniform bill of lading will be at the
earner's liability, limited only as pro
vided by common law and by the laws
bf the United States and of the several
states in so far as they apply, but sub
ject to the terms and conditions of the
uniform bill of lading in so far as they
are not consistent with such common
cu rler's liability, and the rate churged
therefor will be ten per cent higher
(,..!rt to a minimum Increase of one
K-r rent per 1000 pounds) than the
rate charged for property Rhipped sub
ject to all the terms and conditions
of the uniform bill of lading..
(D) Whan the consignor gives no
tice to the agent of the, forwarding
carrier that le elects not to accept ail
the ter.ns and conditions of tlu uni
form bill of lading, but desires a car
rier's liability Bervlce at the higher
rate charged for that service, the car
rier must prln$, write or stamp upon
the bill of lading a clause nigned by
the agent reading: "In consideration
of the higher rate carged, the proper
ty herein described will be carried at
the aerrler's' liability, -limited only as
provided by law. but subject to the
terms and conditions of the uniform
bill of lading, in so far as they are
not inconsistent with such common
carrier's liability."
The new uniform bills of lading re
ferred to are of two kinds:
First: One covering so-called
"straight consignments,'' being those
other than "order consignments." Thlir

The formation of a monster combin
ation of railroad brotherhoods as
planned by the Denver convention of
Federated Labor unions. Is not meet
ing with an exceptionally large amount
of favor In La Grande railroad circles.
The railroaders argue that the forma
tion of reluted brotherhoods Is Justifi
able and practical, but tu put car re
pairers In the same category with en
's'neers, and railroad bricklayer In a
class with conductors, the result will
be anything but satisfactory. To unite
tngineers, firemen, conductors Rnd
brakemcn Into one general brother
hood Is practical, they argue, as their
Interests are In common to a certain i
extent. But that conductors should be
called out on a strike because car re-i
i
pairers have a complulnt. Is not tip to)
what many local railroaders call good!
Judgment. ,
The formation of such a brotherhood
has a, wide meaning In this city, where
there can be found members of a
greater majority of all railroad broth
erhoods. Strayed.
