John Mitchell, head of the United Mine workers of America, today called to to order the last national convention over which he will preside, and one which may go down In labor history as the most Important. The delegates will consider the grave situation re sulting from the failure of the opera tors and miners of the central com petltlve field to agree ,m t!(, proposi tlon to call a Joint convention to re esiaousn tne interstate wage agree ment and adopt a scale of wages. The convention will adopt a policy to be pursued after March 81, when the present wage scale expires, and prob ably will decide upon Its wage de mands for the next two years. There probably will be only three policies considered at the convention. The first will be to proceed at once to frame the wage demands, and hav ing completed that tank, to Issue a call for a Joint wage conference be tween operators and miners of In dlana, Ohio, Western Pennsylvania and Illinois, opening the door to any or all operators w!io wish to sign tht scale demanded and put their mines Into operation. The second proposition will be to draft wage demands and 1b- su calls for Joint wage conferences with the operators by districts. The third proposal will be to shut down all of the mines In one big strike, and thus try to force settlements by com petitive districts. A strike means a long, lasting fight with the operators and If the miners win they will demand much more than they Intended to ask had an interstate conference been held now. A suspen sion merely means that the men will await the operators' pleasure before the starting of the mines. Ugly charges about the motives ol the operators In refusing to convent with the miners are being made. President Mitchell openly declare that the action of the operators ap pears to mean that they are trying to stimulate a sagging coal market. "They are doing this," said President Mitchell, "by either talking or making -is strike or they really Intend to make us strike." A statement Issued by President Mitchell says: "It Is a source of keen regret to mr that the coal operators have refused to respond to the -overtures of the niners to now an Interstate confer nco for the purpose of trying to ad- Vst wage relations prior to the ex piration of the present contract. I' appears to me that ther will be a suspension of coal mining in the cen tral competltve fields on April 1. The iilnera have made repeated proposi tions looking to a conference for the urpose of reaching an agreement. The situation to me looks verv serl. II8."
