Because of di latory tactics In beginning practical construction work, the franchises of the New York, Westchester ft Boston and the New York & prt Chester railways will probably be declared forfeited by the board of estimate and appointment at its meeting today. The companies are ulleged to be owned bv the New York, New Haven & Hart ford, by reason of Its recent t.urchB of the Milbrook company, a holdlnir company. The franchises of the two companies were granted in 1902. and the Intention was to build a six-track railroad between New York and Bos ton.
