' The Gat City Sun is soon to be issued at Wallowa, one of the growing cities of our sister county. R. A. Jones is the editor. For the first time within thirty years Baker county will be out of debt on April of this year. They have been working hard for this result for several years and victory in in sight. While public sentiment is being formed relative to bonding thecity for more water and possibly for an electric light plant. the needs of a sewerage system should not be overlooked. Tne se eraga ques tion must be met sooner or later. Th report of th committee appointed by Governor Mead, which recently made an investigation of affairs at the state penitentiary, contains a number of state ments which should cause earnest con sideration on the part of th lawmakers. One is the necessity of a state reforma tory where youthful offenders may be j sent instead of looking them up in com pany with hardened criminals and degen erates. The report state that of a total of 840 convicts in the penitentiary 145, or over 17 per cent, are 21 years of age or less. Under the present system these young men, instead of having a chance to reform, are thrown into the company of men, who are skilled in crime, and are often ready to Impart their knowledge to other. .,. Another feature of the report which is of especial interest, is the statement that 619 of 840 convicts had led intemperate lives and of the 456 who pleaded guilty, over 95 per cent gave as an excuse for committing th crime either being drunk or being in bad company. Where could one find a stronger temper ance lecture than this? The saloons Co use. directly or indirectly, nearly all of the crimes committed, in consideration of the privilege for doing which they pay a license. The amount of license fees paid thruout the state, however, does not make up for capturing, trying and punish ing criminals whose crimes are the re sult of the liquor traffic, caring for the sick and neglected wives and children, housing the paupers, sheltering the insane burying the miserable corpses that all drunkards' graves an'l enduring the greatest disgrace of the twentieth cen- tury-the whisky selling system of today. Those who are in touch with the finan cial conditions of the city recognize the fact that the expenses are growinc in a greater proportion than are the revenues. The question is how are the revenues to be increased. There ought to be some way aside from a twelve mill tax. One week from today our state legis lature meets. Th question a to who will be elected to the legislature seems to a foregone conclusion but th fight over th presidency of th senate and speaker of the house is still on and will continue until the legislatui is organ zed. The facts are that in two of three cases there was considerable doubt as to whether the cases were actually smallpox, but the parties were quarantined in order to be on the safe side. None of the cases were of a serious nature.
