The Observer would suggest that the new charter make provision whereby the citizens may make laws thru the initia tive and referendum the same as state nr,y L ii,u. Tina wuiks uuui ways. On the other hand the citizens should have the right to in troauce such laws as they may think proper and have such measures voted upon at the annual city elections. The general idea is to get as close to the people as possible. Our state law it as near perfect as it is possible. The in direct results are as great aa the direct. Few laws will be enacted in this manner but the council like the legislature know ing that the people have thia right will keep in close touch with the people. While it is a fact hoped the days are perceptably growing longer it is just as hard to get up before breakfast as it was month or so ago. Mayor Schmitz, of San Francisco, pre fers an immediate declaration of war against the Japs to bothering about such an insignificant thing as an indictment for grafting. Prescription Druggist It is to be that the financial troubles of the Oregon Construction Company which ie presumed to be closely allied with the Central Railroad will soon be satisfactory adjusted and the road continued accoid ing to the original plans. If we are to bring in Beaver creek wat er it would be a penny wise policy not to develope all the power possible. This power could be made the means of pro ducing a revenue, which nearly if not quite, would pay the interest on the bo ds, at the estimated cost of the Beaver creek project. Wcllman & Company j In view of the number of federal offic ials who have recently become corpora tion employes at much larger salaries, it seems pertinent to wonder, if not to ask, why their merile were not discovered until after the government got after the corporations ? It is just one month until circuit court convenes and not a few are interested as which of the circuit judges of the state that Judge Crawford will call to try those cases in which he has been interested in as an attorney. It will take some little time to adjust these matters as Judge Crawford for many years has enjoyed a large practice in Wallowa county as well ae in this. The eleotric line from Walla Walla to Milton will be completed within one week. The Pendleton Tiibune states that "This is but the beginning of a line extending from Walla Walla to Umatilla via of Pendleton." It is just as probable that this is also just the beginning of the ex tention of the line from Walla Walla to Grande Ronde Valley to La Grande. Stranger things have happened. Commence the New Year right by trading at Smith's Market January used to be considered one of the dullest months of the ysar in mer chantile lines. But the policy of annual clearance sales has resulted in changing a heretofore dull month into one of activ ity. The public has been educated to wait for these sa'es in anticipation of re duced prices and the l:ve merchants often take th s month to clean up their broken lines, as a result buththe public and mer chant meet upon mutual giound.
