O'Ndll President Roosevelt's action in ordering the summary dismissal without honor of every man in three companies of the Twenty-Fifth Infantry (colored), unpre cedented as it is, seems to be wholly justified by the circumstances of this peculiar incident. It tweets with the un qualified approval of every officer who is on the side of good discipline, and should be applauded by every civilian who is on the side of law and order. On the night of August 13th a party of soldiers from Fort Brown, where these three companies were stationed, engaged in disturbances in Brownsville, which re sulted in the killing of one citizen and the serious wounding of another. A strict investigation was made, but the guilty could not be found. Under orders from the President. Inspector General Garling ton went to Brownsville, but his investi gation was fruitless. Not one man in the three companies at Fort Brown would give any information leading to the de tection of the guilty ones. The sale of inferior articles caused losses in the Australian trade in American vehicles and automo biles, and now there is complaint of similar work in the boot and shoe trade. The subject requires the immediate at tention of the manufacturers, tho tney may not be at fault. IMPORTS AND EXPORTS Consul-General Robert J. Wynne writes from London that the total British im ports for the first nine months of 1 906 amounted to $2,156,005,319, an increase of $158,745,887, or 7.94 per cent, over the corresponding period of last year.
