July 7 It ie more of a problem than some people think to send the torpedo boats from here to the Asia tic station, and the difficulty of getting under way was resulted in an indefinite postponement of the proposed transfer of these boats to the distant station. The boats were to have started out early in April, but they are now laid up in ordi nary, with no prospect of making the trip In the first place the boats would have to be tested singly to determine, without question their respective steaming radius. Then, the convoy which would tow them on occasion, would have to be taken along the.coast with the boats for the purpose of drilling the crew and acquainting the officers with the method of handling boats The danger of trouble is , much greater with the small craft than with the big drydock, and no one pretend to believe that the long trip would be free from is!:::?; ?rr" mioht involve the loss of ft boat or two. The authorities art in a great quandry and few of them are willing to take the responsibility of advocating the long voyage.
