I,.. it. ill draw their own conclusions and all the bluster and pretensions to the contrary will not change that opinion. The mayor thinks there is nothing mysterious about law-municipal or con stitutional; that 'is to him. Of course lawyers study for years to learn it and are required to submit to an examination and Ijwense by the supreme court before havine the privilege to construe law and give advice, respecting its construction. But of course a mayor has the egotism without any preparation or ' legal kno v ledge to assume that he can make tech nical application of the law-construe to the public what an ordinance for the pub lic welfare demands, shall mean, and set up his opinion against attorneys who do know its legal effect and whethei constitu tional. The public will rely upon the latter for' t ie meaning of such ordinance. The mayor's articles in print are inter esting to the public. Unexpectedly and inadvertently he was drawn to divulge his motives, calibre and plans to deceive the voter; they are sign posts against a re-election, an education and object les son for future ihunicipal contests. Finally to show the drift of sentiment elsewhere and as a corroboration of my position t hat high license does not necessarily de populate a town or decrease its revenue. I cull from the Chicago Herald of the 17th inst. an article eititled "The falcons Under High License respecting affairs in Chicago." During the fight to increase the saloon license fee from $500 to $1,000 the brewers and liquor dealers' organiza tions insisted that the "poor saloon-keeper' was being persecuted; that he was going to be driven out of business, even ud to half of his total strength in the city, and that the net results of all the "persecu tion" would be that the city would either have no increase at all, or very little increase-In its revenue. It is interesting therefore, to note what happened. The Ifcense year beeins Mav I. lin'tn June 15 last year 6,956 licenses had been issued for the four months' period bringing the city a total of $1,165,409.53 Between the same dates this v, ar 6.484 licenses have been issued brinuino 3,i!SB, 019.52. The falling off in thn nmnhar nr as shown by the figures up to date, has uiereiure oeen only or less than 7 percent. The total amount received by the citv from saloon mits, in th whole of the last license year aj o,so,iso,oo. Already this year, therefore, on navmpnU fnr t ho a ,it alone, the city has coine within $700,000 u. souring as muc evenue as it did in the whole of last year. In each of these hnanfta norin.U Ue ... ,u . . . . " 1 mio.o ware booui a.uuu salotns listed oome increase, therefore, may be expect ed this vear. But even if rha number of saloons for the year is not Kieamr man me rto-iira uranmaA June 1 6 the year's increase, in revenue win m !i,oUU.000. Perhaps more licenses have been taken out, experimentally at the beginning of the new arrangement than the conditions of the business will permanetly .. warrant. Perhaps, also, in view nf the that an ordinance will trvm limiting the total number of saloons in the city hereafter, the breweries have been anxious to be on hand early w,th licenses for the beat Inr.Ahnnc R.. i l. idu ii aut.ii facts as these have twnllnn tha - vnv iiuiliuci of licenses, it is clear that from the finin ancial standpoint the city acted most wisely in adopting high license. it is not to be exuected that the result will be obtained in this citv. the1 result will be a greater loss in number here, yet the article ojoted is int.niinn to show that the' reduction will n hJ great, and also to show that the number oi licenses can be limited by law, end if me result desired is not ohu,n.i k usual course of business, then this citv nat a righttosayt.-.enumbe!' of licenses shall be put to a fixed number to prevent the "business" being too numerous fSr the public good.
