The mayor thinks there is nothing
mysterious about law-municipal or con
stitutional; that 'is to him. Of course
lawyers study for years to learn it and
are required to submit to an examination
and Ijwense by the supreme court before
havine the privilege to construe law and
give advice, respecting its construction.
But of course a mayor has the egotism
without any preparation or ' legal kno v
ledge to assume that he can make tech
nical application of the law-construe to
the public what an ordinance for the pub
lic welfare demands, shall mean, and set
up his opinion against attorneys who do
know its legal effect and whethei constitu
tional. The public will rely upon the latter
for' t ie meaning of such ordinance.
The mayor's articles in print are inter
esting to the public. Unexpectedly and
inadvertently he was drawn to divulge
his motives, calibre and plans to deceive
the voter; they are sign posts against a
re-election, an education and object les
son for future ihunicipal contests. Finally
to show the drift of sentiment elsewhere
and as a corroboration of my position
t hat high license does not necessarily de
populate a town or decrease its revenue.
I cull from the Chicago Herald of the
17th inst. an article eititled "The falcons
Under High License respecting affairs
in Chicago."
During the fight to increase the
saloon license fee from $500 to $1,000
the brewers and liquor dealers' organiza
tions insisted that the "poor saloon-keeper'
was being persecuted; that he was going
to be driven out of business, even ud to
half of his total strength in the city, and
that the net results of all the "persecu
tion" would be that the city would either
have no increase at all, or very little increase-In
its revenue. It is interesting
therefore, to note what happened.
