It is a wll knowri fact that thi was made possible by thqi enactments of a republican ' legislato which reduced the rat of interest so 'all to compet favorably with private loan fund, and also autnbrized th investment of the school money in bonds, of stated kind.; .k ; 'There are two causes which made : the loaning anil investment of th funds pos sible and at present there ar over $300,- 000 covered by interest bearing bonds. Asid from these considerations Cham berlain is but a minority of the board which manages the, school fund and it i th height of arroganc for him to a turn the credit of its record. Any man but a democratic demagogue would be ashamed to make such a claim. AN EXPENSIVE REIGN The legislature of 1903 placed at Chamberlain's disposal sufficient money to not only put the buildings in shape, but to enable him to fit up the dwelling place of his appointees luxuriously.. These things were done by a republican legisla ture, under tn recommendation or repu blican committees, yet our democratic governor takes the oredit for - them Chamberlain' administration of th pen itentiary has been the ' costliest in th history of the state by several thousand dollars.
