Chicago. May 12 There was a lively
session of the Interstate Commerce Com
mission this afternoon, when jytonnett
attempted to introduce evidence which
promised to involve bribery . charges
against state and county officials in all
parts of the eountry. The commission
overruled the testimony on the grounds
that it was not "interstate." In the dis
cussion which followed the attempted in
troduction the Standard Oil Attorney
stated, "If the Standard Oil people have
been guilty of bribery it might also be a
raci mac tne independent dealers "ave
been guilty of the same offence." "Some
Independents have been imprisoned, but
the Standard Oil Company never allows
ts officers to be tried," retorted Monnett.

Commission entrustsd with the du'.y of
allocating the funds allotted by the Im
perial .Government for compensation for
war losses, etc. has now completed its
duties and its report has been eigne d by
the members. The commission was con
stituted in October 1902. and originally
consisted of Sir William Smith, one of
the Judges of the supreme Court of the
Transvaal, Mr. R. K. Loveday, Mr. E. J.
Kleinhans. representing . the Transvall
and Mr. C. G. Radolff, representing the
Orange River Colony. In March 1903
the . personnel of the commission was
changed. Sir William Smith ceased to
act as president, and Major Mclnery was
appointed to that position.
During those three years the commis
sion has had submitted to it for consider
ation between 60.000 and 90,000 claims,
representing total value of approxim
ately 62.000.000 Lstr. In addition
this the commission w as called upon
deal with "military receipts" of a face
value of i bout 2.600,000 Lstr., bringing
up the sunk total to 64,500.000 Lstr,
To meet this enormous amount th

gifts. 9.600.000 Lstr. Of this sum
3.600,000 Lstr., represented ths free
gift orgrant rovidsi for by the terms of
j surrender, while the rest was ma da up
of a grant of 2,003,000 Lstr. for com per.
sation of British and foreign subjects
and a grant of 4,500.000 Lstr. for pay
ment of military receipts and gratuities
to "protected burghers". Of the total,
approximately 6.000,000 Lstr. was ap
portioned by the commission to meet
claims in th: Orange River Colony, while
the remaining 4.600,000 Lstr. was dis
tributed to meet claims in the Transvaal
and the territory ceeded to Natal, but
formerly a part of the Transvaal.
