This greatly widens their scope of operations. The tendency of the times, is a much greater supervision of the railroads. " Attorney General Crawford hat decided that voters who have . failed to' register within the perscribed time are not wholly debarred from taking part in the pri maries but may awear their votes in, in the same manner as at general election! This is contrary to the construction here-. to placed on the law. . While tie former view would have prevented a few from participating in the primary election, it may result in the law being amended so that only those who register may vote. We do not believe when the actual test is made that the new ruling wjil prove as effectual in preventing fraud as the other construction. It is a new law and it may be necessary to make a few changes. Generally speaking the law it a decided improvement over the old slip shod way of holding primaries. . The people of this state for years have longed for some relief. Now they have it and the only question of uncertainty, is whether or not the voters will do their duty in taking the necessary time and trouble to inquire into the qualifications of the many candi date that present themselves for their suffrage.
