Interstate Commerce Commission auth
ority to administer oaths and to compell
witnesses to appear before . them and
give testimony. This greatly widens their
scope of operations. The tendency of the
times, is a much greater supervision of
the railroads. "
Attorney General Crawford hat decided
that voters who have . failed to' register
within the perscribed time are not wholly
debarred from taking part in the pri
maries but may awear their votes in, in
the same manner as at general election!
This is contrary to the construction here-.

view would have prevented a few from
participating in the primary election, it
may result in the law being amended so
that only those who register may vote.
We do not believe when the actual test
is made that the new ruling wjil prove as
effectual in preventing fraud as the other
construction. It is a new law and it may
be necessary to make a few changes.
Generally speaking the law it a decided
improvement over the old slip shod way
of holding primaries. . The people of this
state for years have longed for some
relief. Now they have it and the only
question of uncertainty, is whether or not
the voters will do their duty in taking
the necessary time and trouble to inquire
into the qualifications of the many candi
date that present themselves for their
suffrage. ' The people are the power be
hind the primary law if they will do their
duty. .

Yesterday- broke the record for the
number of westbound homeeeekere this
year says a St Paul dispatch. The big
Union depot was crowded to its capacity
by those who came here over other roads
through Chicago. This constituted the
overflow, and for the two days numbered
about 8000. In the yardt were train
loade of immigrants being transferred to
the northern lines and started west
The actual number of homeseekers for
yesterday can only be estimated by the
number of cart' ht use. and which indi
cates that there are Ihousandt of person
departing. Added to thb ware several
trainloadsof movables. Today's move
ment shows most of the immigrants to be
old farmersvand their families, and all
appear to be prosperous.
