CONSTANTIN ORDINANCE NO An ordinance requiring all houses witrin certain distances of a con structed Hewer within the City of St. Helens, to connect with same; providing notice to the owner 'or agent of ffuch proiwrty, fixing a penalty for a violation .thereof, and providing a methol of enforcing! such connection, and declaring nn emergency. The City of St. Helens does or dain aa follows; Sec. 1-Thd owner or agent of any house or building on any lot or lots located within a wiwer district and not more than lCf) feet of any sewer already constructed, shall, at his own expense connect the said house or houses with 'such sewer upon notice given by the Council aa Li this or dinance provided. Sec' 2-Whenever It shall become known to the Council, either upon ' notification of any private citizen or ' through public notoriety, that any building or buildings within such, distance from any sewer is not con-, nected and that any filth or dirt is' accumulating on any yard eral locations in the City where filth and disease breeding germs are accumulating which could be avoided by proper sewer connections and the public health is endangered thereby, it is hereby declared that for the ' protection of the public peace health and safety it is necessary that this ordinance bhall become effective at once, an emergency, is hereby de clared to exist and this ordinance tl.all be exempted from the provi sions of the referendum and shall be In full force and effect from and after its. passage by the council and approval by the mayor.
