St. Petersonrg, Sept. 18. The inse curity ol life and propel ty in tbe Baltic provinces, which culminated last Bator Jay in the murder of II err Bush, a rich German manufacturer and tbe leader ol the German colony at K ga, baa led the Germai embassy here again to make energetic representations to the Foreign office concerning the adoption of meas ures for tbe protection of German sub jects. Bush was killed by agents of the revolutionary organisation engaged in levying tribute. Dr. von Miquel, first secretary of tbe German embassy, called today at the Foreign office and presented the report of tbe German consul at Riga regarding tbe killing of Bnsh, who was struck down in his own factory. He called attention to the length of time the reign of terror has lasted. Altbongb tbe armed revolt was crush ed and tbe country reconqneied by toe forces nnder General Orion last winter, robberies and murders have continued unchecked for over a year and a bait nnder continuing contract, if very wasteful construction is to be avoided, was the opinion ot the two committee members, wbo accorded with the view ot Colonel Roeealer aunounced before a meeting of tbe Chamber ol Commerce of Portland Friday night. Colonel Roeea ler advised further that niouev should not be diverted fiotn tbe bar project, by insistence on sums of money for other improvements on the river, lar ger than are necessary for maintenance of present work and slow construction. This plan is opposed by Representa tive Jones, who rather considers the Celilo project more important than the bar project, at least to the upper Co lumbia river region, which wants lower transportation rates to and from tide water. He takes the view that the Ce lilo barrier, which now prevents navi gation up and down the river, should be opened as soon as possible, an J that the bar improvement is not as urgent ss is alleged, because ships of 23 and more feet draft can already pats in and out. This opinion is shared by Mi. Bans dell, and he urges that the two piojtcts be striven for together, saving that otherwise, there will be a divided effort, which will rnact against tha in terests ot the entire river. Mr. Jones and Mr.Ranedell said that it i extemely unlikely that tbe jetty can obtain 12,500, OOOj or that even tbe whole Columbia river can sec ore sncb a sum. Both were even tearful that there will be no river and harbor bill at all next year. It will tie impossible, tbey said, to put through an emergent y appropria tion, as was done at the last session of congress for $400,000, because that sum was allowed simply in order that the government might not loee several hun dred thousand dollars' worth of con struction works at tbe jetty, for want of money to finish tbe stona deposits nnder tbe tramway then in place. It was not the most cheerful outlook for tbe river interests that were repre sented in the party. Its menrbers be gan busying their heads with device for obtaining the required $2,500,000 right away, because, in their minds, completion of tbe jetty is extremely urgent. it la prob- TREPOFF IS DEAD.
