gation up and down the river, should

the bar improvement is not as urgent

This opinion is shared by Mi. Bans
dell, and he urges that the two piojtcts
be striven for together, saving that
otherwise, there will be a divided

tions were adopted pronouncing custo
dy of the people's savings by tbe gov
ernment itself the trne remedy against
the Insecurity of private institutions,
and urging upon congress the speedy
enactment ol proper laws for that purpose.
