The senate this evening passed the Mondell bill amending tbe national irrigation law so aa to permit tbe secretary c! the In terior to reduce the minimum area of tarin units In government projects lrom 40 acres to 20 acres. The bill was amended in the senate by prescribing regulations for granting an extension of time to settlers under irrigation pro jects lor completing entries when delay is caused by failure ol the government to complete the project and lurnleh the water in time to complete entries in the time specified by the land laws. Saturday, June 9. Washngton, June 9. The bill pro hibitng corporations from making cam paign contributions was passed by the senate without debate this afternoon. It makes it unlawful for any national bank or any corporation under a gov ernment charter to make a contribution in connection with any election and also cnUwful f r any corporation whatever to make a contribution to any presi dential, senatorial or congressional election whatever. A fine not exceeding $5,000 is tbe penalty for offending corporations, and a flne of not exceeding $1,000 for every officer or director who shall consent to tbe granting of any contribution. Washington, June 9. The Item in the sundry civil appropriation bill ap propriating $25,000 for the prcsiJent went out in the bouse of representatives on a point made by Wiilitms, of Mis sissippi. The decision, however, that the matter was new legislation came after a free discussion, Democrats and Republicans generally expressing them- slres in sympathy with the idea of giv ing the president a fund for railroad expenses. Beyond tbe debate on tbe president s traveling expenses, the bouse devoted the day to the sundiy civil bill. Sill ier, of New York, talked on good roads and Sims, of Tennessee, discussed the rural free delivery box question, which, he said, will grow into a scandal should the government persist in compelling rural patrons to purchase certain styles of boxes. Friday, June 8. Washington, June 8. Tbe senate to day listened to two set speeches, one by Morgan in support of his resolution providing for an investigation by a sen ate committee of tbe affairs of tbe Isle of Pines, and the other by Hopkins in opposition to the sea level canal bill. Neither measure was acted on. Home time was also spent in considering the District of Columbia appropriation bill. Wahington. June 8. With the ex ception of an hour spent on pension legislation, in which time 327 bills for tbe relief of Civil and Spanish Ameri can - war veterans were passed, the house labored today on the sundry civil bill, making much headway. Under the lead of Keifer, of Ohio, tbe bouje refused to transport silver coins and other money by registered mail, insisting that then transporta tion should be handled by the express companies. During the aiguments it was contended that tbe v ett and Houth need silver dollars for circulation. Thursday, June 7. Washington, June 7. Tbe senate to- Calls for All Information. Washington, June 11. Representa tieve Fulkerson, of Missouri, has intro duced a resolutiou calling on the presi dent and the secretary of agriculture to immediately make public any and all information that they may secure from "the great army of meat inpptctors em ployed by the government," or from any other source that will tend to cred it or discredit the product of any plant where meat products are preja-ed. The resolution also crlla ppon the sec retary to immediately give bis opinion of conditions of the plants. Save Life on North Coast. Washington, June 5. Senator Piles offered the following amendments to tbe sundry civil bill: Appropriating $30,000 for a lifesaving station at Neah bay, Washington, authorizing a life saving station at Cape Flattery, $30, 000; appropriating $00,000 to estab lish three life saving stations between Cape Flattery and Grays harbor; ap propriating $30,000 for a lighthouse on Eliza island, Hallingham bay; appro priating $255,000 (or a levenue cutter for Puget sound, and $10,000 for two steam yessels for the revenue service. Eight-Hour Law in Islands. Washington, June 11. In response to a complaint by President Oompers, of the American Federation of Labor, Solicitor CbarletOD, of the Philippine government, has reported to Btcretaty Taft that the eight bour law is enforced in the Philippines and is held to apply to all works there provided for by ap propriation of public money of the United States. Representa tive Prince In the house today during tbe discussion of tbe sundry civil bill spoke of the anti-pass amendment to the railroad bill and of the bill itself and insisted that the country would hold tbe house primarily responsible tor depriving 1,296,181 railway em ployes, aa well aa members of theii families, of free transportation; like wise persons actually and necessarily in charge of liveatxk, who are deprived of free transportation when going to point of shipment or returning from point o! delivery. Wednesday, June 6. Washington, June 6. When tbe conference report on the railroad xate bill was taken np by the senate today, the anti-pass cocforer.ee amendment re ceived the attention of Bpooner. In the main he endorsed the prohibition of passes, but he contended that there should be exceptions, including railroad employes. Congress had bo right, he said, to step between empolyer and employe. Washington, June 6. The considera tion by the bonse of the sundry civi appropriation bill in committee of the whole today waa made the occasion ol some severe strictures by Democrats of the heads of departments for exceeding their legal powers, Sullivan, of Massa chusetts, leading the attack. Tawney, in explaining the provision! of tbe bill, which deals with all depart ments of the government and is th next to the last money bill to be acted on by the honse, stated that tbe total appropriation for the sundry civil ex penses for tbe fiscal year 1907 carried by this bill is $94,342,156. Of the total amount $25,456,575 is for the Panama canal and is reimbursable from the proceeds of tbe sale of bonds In addition to this sum, the amount carried for river and harbor acts, and especially by tbe act passed at tbe last session of congress. Is in ecxess of the amount appropriated in the current law for that purpose by 6,774,044. Tuesday, June 6. Washington, June 5. Before the aenate bad begun buaioess in earnest today Senator Hale took the floor t urge the importance of all possiblt promptness in the disposition of the appropriation bills. "This," he said, "is absolutely ne cessary if we are going to adjourn te fore the. end of this month, and do the very beet we may it will be the verj last days of tbe month before we tan possibly get through." He gave notice that im mediate!; after the close of the routim morning business today he would mive to takf up the nival appropriation bill, and b suggested thst this bill should be fal lowed by otber appropriation bills, even to the exclusion of conference re ports. He called attention to the fac that there are six of the big appropria tion bills still onacted on by the sen ate. Washington, June 6. In many par ticulars today was a "red letter" da) in tbe house, not only in the number of bills passed, but in the general char acter of the legislation enacted. What bids fair to cause endless trouble, the naturalization bill, was passed under suspension of tbe rules, the speaker and the gentleman In charge of the bill, Bonynge, of Colorado, doing team work of a superior kind. Tbe house refused to psss a bill leas ing to a private firm or corporation the right to mine coal on the island of Ba tan, in tbe Philippine group, although It was stated that such a lease would decrease tbe amount paid by the gov ernment for coal very considerably. For two hours the bouse worked un der suspension of the rules. Tbe rest of the day was taken np with tbe pass age of bills by unanimous consent. Gatch Made Bank Examiner. Washington, June 11. On recom mend iat ion of Senator Fulton, Claude Oatcb, of Salem, has been appointed national bank examiner to succeed A. J. Johnson, of Corvallis, who resigned noon being elected to the legialature. Mr. Oatch ia assigned to duty in Ore gon, Washington, Idaho and Montana. Mr, Fulton first tecommended Frank M-reditb, of Salem, but he bad bad only limited experience in banking bus iness and the department insisted upon having a man thoroughly familiar with banking. Nebraska Balks at Drydock. Seattle, June 65 The battleship Ne braska, building, at Moran Bros., tried twice this morning to get back to her dock and sacb time was swung away lrom the slip by a heavy wind and a strong ebb tide. Chamberlain, Dmnorrat, carried the state for governor at Mon day's election by a plurality ol 2,800 to 2,600, Jonathan Bourne, Jr., Re publican, baa a plurality of about 51.600 over John M. Uoarin, Democrat. Wil lis C. llawley, Republican, f r congress in the First district, has defeated Charles V. Galloway by about 3,600. W. R. Ellis, Repuhll-an. In the Second district, has a lead over James 11. Ora ham. Democrat, that will approach 16.000. Willis C. Dunlway, Republican, for atate printer; Frank W. Benson, Re publican, fur secretary of state, and Robert Eakin, Republican, for supreme judge, have defeated their respective opponents by unprecedented pluralities. Woman suffrage has been beaten by about 10,000 and the proposed local option amendment was lost by about the same vote. Tbe legislature is over whelmingly Republican. Returns by Counties. Light ning atruck an oil tank containing 18, 000 barrels of nil, the property of the Prairie Oil A Gaa company, a Standard branch here, ear'y today, and caused a fire less of $160,000. the burning oil set fire to the pumping station, and all the company's buildings, including some of the largest pumps in the world, were destroyed. The destruction ol these pumps will stop the pumping of oil to Kansas City and Whiting, Indi ana, refineries, and may cause the Prairie company to cease buying oil. Plana of French Cabinet. Paris, June 12. The cabinet today definitely drew up a statement of the government's plana for presentation to the chamber of deputies tomorrow. It indicates the necessity of the making up of deficits in tbe budget, and (or that purpose will ask for supplemen tary taxation ; announces the presenta tion of an Income tax bill, affecting particularly incomes from capital and the intention of hastening a bill In tbe senate for workingmen's pensions. PRESIDENT MAY USE VETO POWER Expired Contract Revived Which Wll Allow Attorneys Fees of Sieu.uuu Without Earning It. Washington, June 13.-TI. senate yesterday placed Its seal of approval on the Colville gtaft, whid was slipped into the Indian appropriation bill con ference report, whereby these Indians will be robbed ol 10 per ceut of the $1,500,000 appropriated for them for ..,r...,uri, tbe north half of their reservation, the said 10 per cent to be distributed among 10 attomejs who claim to havs procured this appropria tion. For bold, unalloyed graft this legislation ha no equal and what Is equally surprising, it received the vote of both Washington senators. Tbi irrft was so foul smelling that no attempt aas made to pay part of the Indian money to these lawyers while t te bill was being regularly consiuerwi hv aitbur the house or th senate, but trie provision was allpi el In by the c inference committee contrary to the r iles of parliamentary procedure. The offensive amendment does not directly authorise the payment of $160,000 to these lawyers, but requires the couri in claims to determine bow much the-j are respectively entitled to, no one U vrr to receive more than $15,000. Vigorous attacks were made on this amendment on two grounds. First: The contract originally made with the Colvilles nmler wbUh the attorneys were to receive $150,000 II they secured an appropriation of $1,600,000 eipired in 1904, and nothing had been accom plished in the meantime. Today, when the appropriation is mad., there is no contract in 'one, Secretary Hitch cock having refusal to renew it because he believed the scheme s gralt. There fore it is contended that tbe lawyers bad nothing on which to base a claim for pay. But, what was more important, It was shown by Mr. Clay that these law vars bad in fact rendered the Colville Indiana no Service; had dune nothing to earn the $150,000, and were not en titled on any theory to one cent tif tbe Colvi le money, but, as som as con gress atithorUed the payment of the Colville claim, the lawyers rurbed In and attempted to collect a fee they bad not earned. 8 nanseoua baa become this evident graft that an attempt will lie made to defeat this provision when the Indian bill comes up for final approval in the house, but if the house concurs it is not Improbable that the president will veto the bill and send It back for re construction. WHAT CLAIMANTS HAVE TO SAY Claim la Just, and They Have Spent Money for Indians. Spokane, June 12. F, C. Robertson is best known for his defense of tbe Couer d'Aleue dynamiters in 1899. M J. Gordon Is attorney for the Great Northern in Spokane and R. W. N'tiiuin is a criminal attorney of considerable local reputation. Mr. Niuiini said: "The amendment that was panned, putting the claim up to the court of claims for settlement, was my own sug gestion. It was such a large amount that we all concluded that we would rather take our chances with the court of claims than in congress with such fellows aa Tillman against ns, as we had reason to believe that he won hi be rh claim is a just one, has been before the authorities for 16 years and we have never received a dollar on it. We have spent more than $8,000 in getting the matter before congress and this is as near as we rave come to a suttie ment. 1 he committee told ns a year ago that on account of tbe large appro priations then they would like to have us wait a year. We have done so anil now I believe the claim will finally be settled." Reinke Given Five Years. Milwaukee, Wis., June 12. Arthur George Reinke, formerly receiving tel ler of the Marshall A ilsley bank, wan sentenced to five years in the state re formatory at Green Bay on charges of embtxalement of $14,000, by Judge Brazee tliia morning, lie had entered a plea ol guilty to the complaint, which charged him with having converted to his own use $3,000 on May 22, 1905, in I $11,000 on November 22, 1905, The charge was brought under the law of 1903, relating to embezzlement by bank oflicera and employes.
